The Rebbe's guidance on summer camps, youth groups and reaching Jewish children and teens outside Jewish schools:
Summer camp. Summer vacation is a unique chance to strengthen Jewish education through an immersive camp experience (IK 10803). Camp is an ideal time to instill yiras Shamayim, love of G-d and Chassidus in children (IK 4523, 6939), and guiding children there can shape their hearts for life (IK 7743, 4676). Camp Gan Yisrael should be a place where body and soul both flourish (IK 4541, 5584, 6308, 8512), and expanding camp brings lasting influence on youth (IK 3533). Girls' camps uniquely shape Jewish girls during vacation (IK 6814). Plan camps carefully and responsibly (IK 8211), double your efforts when starting late (IK 4605), and use a unified name for the camps (IK 6317). Every staff member, including the camp doctor, can influence the children's souls as well as their bodies (IK 8472, 10831).
Youth groups and clubs. Establish youth clubs; influencing children also strengthens their mothers and homes (IK 4356). A youth group leader must live as a joyful, inspiring example (IK 8684) and persevere in his own growth as well as in influencing others (IK 6507). Youth groups should act promptly, especially in Elul and Tishrei (IK 8026). On including children whose status is in question in Jewish youth activities, see IK 8344.
Children in public schools. Support programs of Jewish study for children attending public schools (IK 384). Seize today's spiritual openness among Jewish youth by prioritizing authentic Jewish education (IK 8648). On prayer in public schools, see IK 8554, 8648.
