בטח ידבר (ויברר) בכל השייך לזה - אל זקני הרבנים אשר באהקת"ו, ובודאי אין צורך להדגשה לדכוותי' דכת"ר שכוונתי לאלו הרבנים אשר בכל עניני תומ"צ (כולל - רבנות) - הראו בעבר בפועל, שרק מורא שמים עליהם,
ואין עליהם לא מורא ממשלה ולא מורה שר ולא מורה מפלגה ולא המורא פן יחסר לחמו או כבודו.

נתעכב מכתבי זה, כי נתלבטתי רבות האם לכתוב הוספה זו, אבל באתי לידי החלטה שעכ"פ בקיצור נמרץ - מוכרחני לכתוב, כי אסורה השתיקה בכגון דא. וכנ"ל - אתו הסליחה.

In response to your letter written briefly on the 7th of Adar, in which you write about possibilities regarding the rabbinic situation in your community, you should certainly speak (and clarify) everything related to this with the senior rabbis in your community. There is no need to emphasize to you that I mean those rabbis who, in all matters of Tomchei Temimim (including the rabbinate), have shown in practice in the past that only fear of Heaven guides them—they are not influenced by government, ministerial authority, party leadership, nor by concerns over their livelihood or honor.

After asking forgiveness as appropriate etc.: I was pained etc. by the fact that you too have joined those who abandoned the struggle for the Jewish survival of the youth of our people in your country (the poor of your city take precedence), since if one who saves a single soul etc., how much more so when it comes to many souls. And it is obvious that influence from afar is not at all comparable to direct involvement. – And even though it may seem that one does not cry over the past—it is clear that in this case and regarding tomorrow—this is not about the past but about the future, and permission is given to every person if he wishes etc., and no one can prevent him etc.
This letter was delayed because I debated much whether to add this supplement, but I have come to the decision that—even if only very briefly—I must write it, because silence in such a case is forbidden. As above—with apologies.
Summary
The Rebbe teaches that true rabbinic leadership requires consulting those guided solely by fear of Heaven. He stresses that direct involvement with local Jewish youth cannot be replaced by distant influence and urges action over silence when their spiritual well-being is at stake.
