Haraha"ch iy"a nu"n haran"n. Shalom u'Vrachah!
I acknowledge receipt of your letter from the 24th of Marcheshvan, in which you write about the situation in the yeshiva.
Although it is explained in many places and in Chassidus that quantity is not the main thing—Avraham was one and his descendants inherited the land—nevertheless, it is also explained in many places the well-known saying of our Sages: “A thousand enter to study Scripture... one emerges for teaching.” The point is that having a thousand entering to study Scripture is necessary so that there will be one who emerges for teaching. This is further emphasized according to what is explained (in Likkutei Torah on three parshiyot, page 3a) that the thousand refers to the world of Asiyah, and upon this depends the one who emerges for teaching in the world of Atzilus; see there for wondrous explanations. It is understood that this is not just a homiletic lesson but relates directly to the number of students in the yeshiva, which is alarming. No less important is that over recent years, these numbers have been steadily decreasing.
Information has reached here that in several circles among our Jewish brethren in France, especially Paris, preparations are being made in education for the arrival of Jews from Algeria—a process which has already begun and continues to grow over time. In your letter there is no indication at all regarding this information or actions taken about it.
Regarding your writing about students from here—it is understood that first and foremost you should turn to the administration of the yeshiva here and also explain how it would be possible to arrange this during the middle of the academic term both here and in France [...] Most importantly: how would this help? The students here speak Yiddish or English regarding our Jewish brethren from Algeria and similar cases who need to be addressed in French or at least Hebrew.
And since we are now on the eve of Kislev, the month of miracles, may it be G‑d’s will that a miracle occur regarding all these matters, and may there be ever-increasing light with an abundance of students—offspring blessed by G‑d—studying both Nigleh (revealed Torah) and Chassidus.
Summary
The Rebbe teaches that both quality and quantity matter when it comes to students in Torah institutions. He urges proactive outreach to new Jewish communities—such as Algerian immigrants—and stresses practical planning for effective education tailored to their needs.
