Shalom u'Vrachah!
After the longest pause, your letter from Motzaei Shabbat was received with its enclosure, and in response to your three questions:
a) Regarding the camp: In my opinion, since last year you saw and experienced firsthand the necessity of this matter—especially in New England—it is clear that it is worthwhile to make the effort to continue the girls’ camp next year as well. Since there are still several months until the season begins, certainly proper publicity will help attract those groups who pay as required. Therefore, it is reasonable to hope there will not be a deficit and perhaps even some funds to pay off past debts. Even though you write that you wish to continue the camp for the sake of Heaven, we see clearly that for something to endure, the budget must be covered; thus everything necessary should be done in a natural way for this purpose. Since our Sages said 'all beginnings are difficult,' and now the beginning period has already passed, it will therefore be easier.
b) To your question whether one should increase prayer regarding success in material matters and similarly regarding health: It is surprising that there is any doubt or question about this! For we have been commanded in our Torah of life: 'And you shall greatly guard your lives,' and Rambam rules at the end of Hilchot Deot chapter 3 and beginning of chapter 4 that a person must ensure his body is healthy and whole because this is among the ways of Hashem. It is a general ruling that one must guard his bodily health and all his affairs. In the words of Rabbeinu HaZaken in his Shulchan Aruch (Laws of Bodily Harm and Their Laws section 4): 'A person has no authority over his body at all...to cause himself any pain...' See also there (Laws of Guarding One's Body). There is no need to elaborate on such a well-known matter! Moreover, according to some early authorities, when a person feels a need in something like bodily health etc., it is a positive commandment from the Torah to pray to Hashem about it.
c) Regarding what you wrote about also having a boys’ camp: Since according to your letter this boys’ camp still requires clarification and much effort and work are needed for it—in my opinion you should not burden yourself with another new matter like a boys’ camp at least next year. Depending on this year’s results you can decide how to proceed in summer 5721.
Blessings for good news in all mentioned above with tranquility and gladness of heart.
Summary
The Rebbe encourages practical planning alongside spiritual intentions when running communal projects like camps. He teaches that praying for material needs and health is not only permitted but required by Torah law. Focus efforts where they are most needed before expanding further.
