בנות-מצוה, כיון שעדיין רבני ישראל מחולקים בדעתם האם יש מקום להנהיג טקס זה, וכמה צדדים לדבר, ועדיין מוקדם הזמן לקבוע הלכה פסוקה בזה. לאידך גיסא, נכון הדבר להזמינם לקייטנות כפר חב"ד, וכן הברי-מצוה. ובלי נדר תהי' השתתפות מכאן במעשר (עשרה אחוזים) בהוצאות הארחת הילדים והילדות הנ"ל בהקייטנה דכפר חב"ד. ומטובה למסור על דבר זה להנהלת הקייטנה או להמתעסקים בפעולה האמורה, ביחד עם המחאה ראשונה המצו"ב בתור התחלה. ובטח בסיום הקייטנות יודיעו לכאן חשבון מדוייק.

Blessings and peace! Your letter from the eve of Nissan was just received, which apparently was sent by regular mail, along with its enclosure. Thank you for the good news about the most elevated activities you write about. May you continue to share good news in this as well in the future—and of course what is most essential is a genuine Jewish-Chassidic offering from all your children may they live.
Surely you have been informed by the administration of Tzeirei Agudas Chabad about the content of my letter regarding rejecting the idea of bringing Bar Mitzvah boys here. I mention this because you certainly participated in that discussion as well.
On a related note—it is not advisable to hold Bat Mitzvah celebrations at this time since the rabbis of Israel are still divided on whether such a ceremony should be instituted; there are various aspects to consider and it is still too early to establish a definitive ruling in this matter.
On the other hand, it is proper to invite them to Kfar Chabad summer camps—as well as the Bar Mitzvah boys. Without making a vow, there will be participation from here in a tithe (ten percent) toward the expenses of hosting these boys and girls at the Kfar Chabad camp. It would be good for you to inform the camp administration or those involved in this activity about this matter together with an initial payment as a start. Certainly at the conclusion of camp they will send an exact account here.
Blessings for good news in all these matters—especially for success in educating your children may they live—and with blessings for the upcoming Festival of Redemption.
