מאשר הנני קבלת המכתבים מי"ג, ט"ו - ב' מכתבים - וכ"ח - ב' מכתבים - סיון, ובינתים בודאי נתקבל מכתבי מענה על מכתבם הקודם שבהם ג"כ מענה על כמה מהשאלות במכתביהם הנ"ל, וכנראה שהמברק שלי בהנוגע לחולון לא הגיע, ופליאה גדולה ע"ז (נשלח על כתבת הרב חנזין שי').
ב) ההצעה לערוך קורסין מזורזים להכנת מורים ולהשתמש בזה בימי החופש נכונה במאד מאד גם אם לא הי' החשש שלשנה הבאה ידרשו בתוקף מוסמכות מכל מורה ומורה, ובודאי עושים בזה במרץ היותר גדול, ואפשר כדאי שאף אלו שכבר מוסמכים הם ישתתפו עכ"פ בחלק מהקורסין למען לחזור על הישנות ואי אפשר לבית המדרש בלא חידוש. והסברא בנוגע לקייטנא, הנה נתקבלה בקשה זו מביה"ס דאהלי"י ביפו, ומציעים לעשות כזה בכפר, ובכ"א גם זו הצעה נכונה ואפשר גם מוכרחת.
ג) אינני יודע ההוצאות הכרוכות בהנ"ל, ובודאי יש מקום לבקש עזר מיוחד מהמשרדים המתאימים ועל השאר להשתדל למצוא, והרי כבר בלאה"כ יש חסרון ניכר בהרשת, והלירות שיתוספו על שתי הוצאות הנ"ל אינם משנים המצב, ובודאי ישתדלו אנ"ש להמציא אמצעים על זה.
ד) בהמשך לזה ולפי שיטתי שכל עניני בתי הספר צריכים להתנהל ע"י הנהלה הכללית, הנני עונה לביה"ס דיפו שהעזרה חלקית שדרשו תומצא להם ע"י שיבקשו הנהלה הכללית ובעיקר להמציא להם בהקדם ולעודדם ולחזקם שיעשו הקייטנא.
ה) כיון שהקייטנא תהי' בכפר חב"ד הרי אפשר יש מקום שיתארחו שמה גם התלמידים מבתי ספר אחרים היינו לא רק מיפו אלא גם משאר בתי ספר אהלי"י, ואפשר שעי"ז יוקל יותר השגת העזר מהמשרדים השונים כיון שבהתרכז כל התלמידים במקום אחד יתמעטו ההוצאות, ומה שעיקר עוד יותר ההשגחה תהי' טובה יותר.
ו) ההצעה ליסד בתי ספר אהלי"י במקומות רחוקים ביותר כמו בנגב וכו', הנה לפי המצב עתה בהנהלה הכללית אינני רואה איך שישגיחו שם ויש מקום לחשוב ע"ד הצעות כאלו רק אם ימצאו על אתר אנשים שיש לסמוך עליהם במאה אחוז.
ז) הסברא שכל אחר הראוי לזה ילמוד עם כתה נוסף על עבודתו בהנהלה הכללית דהרשת, נכונה במאד, ולא רק מפני החסרון בהוצאות אלא גם מטעמים רוחניים ובהם קירוב דעת מהמורים ומורות להנהלה ע"י שיכירו שגם הם משתתפים בעבודתם בפעולות.
ח) מובן מעצמו שאין לוותר על הפרינציפ דבחירות מורים-ות דהרשת דוקא ע"י הנהלה ולא מי שהוא מבחוץ, והרי הי' זה אחד התנאים הראשונים בעת המו"מ ע"ד הכניסה לחינוך ממלכתי דתי (אף שגם בזה אין לעשות זה דרך מלחמה, והרי כבר הראה הנסיון שבדרכי נועם פועלים הרבה יותר ובנקל יותר)...
ט) תקותי שאם גם י"ב וי"ג תמוז הם ימי החופש, בכ"ז ינצלו ימים אלו לספר להתלמידים והתלמידות ע"י איזה אופן אודות פרשת החג.
י) מהנכון הי' שאנשים המתאימים לזה יתראו עם מר שז"ר שי' כיון שהוא הי' המתווך ויודע ג"כ ע"ד ההבטחה בענין מינוי מורים-ות ויש לו השפעה גם עתה וגם על... שי'.

I acknowledge receipt of your letters from the 13th, 15th—two letters—and the 28th—two letters—of Sivan. In the meantime, you have surely received my response to your previous letter, which also addressed several of the questions in your aforementioned letters. Apparently my telegram regarding Holon did not arrive, which is quite surprising (it was sent to Rabbi Chanzin's address).
b) The proposal to conduct accelerated courses for teacher preparation and to utilize vacation days for this purpose is very correct—even if there were no concern that next year every teacher will be required to have certification. Certainly you are pursuing this with utmost vigor. It may also be worthwhile for those already certified to participate in at least part of the courses in order to review past material; after all, a study hall cannot exist without renewal.
Regarding the summer camp: a request has been received from Oholei Yosef Yitzchak School in Jaffa, proposing to hold such a camp in Kfar Chabad. In any case, this is also a correct suggestion and perhaps even necessary.
c) I do not know the expenses involved in the above matters. Surely there is room to request special assistance from the appropriate offices and to strive to find additional support elsewhere. There is already a significant deficit in the network as it is; the additional funds required for these two expenses will not change your standing. Certainly our community will strive to provide resources for this.
d) Accordingly—and following my principle that all school matters should be managed by the central administration—I am replying to the Jaffa school that the partial assistance they requested will be provided by applying through the central administration. The main thing is to provide them with help promptly and encourage them to organize the summer camp.
e) Since the camp will be in Kfar Chabad, it may be possible for students from other Oholei Yosef Yitzchak schools—not just from Jaffa—to stay there as well. This could also make it easier to obtain support from various offices because concentrating all students in one place reduces expenses; more importantly, supervision will be better.
f) The proposal to establish Oholei Yosef Yitzchak schools in very distant places such as the Negev: given the current situation of the central administration, I do not see how proper oversight can be ensured there. Such proposals should only be considered if trustworthy people can be found on site who can be relied upon completely.
g) The idea that anyone suitable should teach a class in addition to their work in the central administration of the network is very correct—not only due to budget constraints but also for spiritual reasons. This fosters closer understanding between teachers and administration since they see that administrators also participate directly in educational activities.
h) It goes without saying that one must not give up on the principle that selection of teachers for the network must be done by its own administration—not by outsiders. This was one of the first conditions during negotiations about joining state religious education (though even here things should not be handled combatively; experience has shown that pleasant ways are much more effective and easier).
i) I hope that even if 12th and 13th Tammuz fall during vacation days, these days will still be used somehow to tell students about the story of this holiday.
j) It would be appropriate for suitable individuals to meet with Mr. Shazar since he was involved as an intermediary and knows about promises regarding teacher appointments; he still has influence over... as well.
Blessings for success in your sacred work—especially during these days of redemption of my revered father-in-law, after whom Oholei Yosef Yitzchak was founded and whose spirit should guide its conduct and expansion.
