מאשר הנני קבלת הפ"כ מיום י"ט וכ"ו באייר, ולפלא חוסר הדיון ע"ד כמה שאלות שצריכות לעמוד בסדר היום, כיון שעומדים הם על הפרק, ומהן (ולא כולן):
ע"פ ידיעות מכו"כ אנשים נודע לכאן שרצו או גם רוצים בהווה להתיישב בכפר חב"ד, ולפי מהותם מתאימים הם לכיוון כפר חב"ד, וקבלו מענה מהנהלת הכפר שאין הדבר בא בחשבון, כיון שאין בתים, ותו לא מידי. ומובן שלא באופן כזה יתפתח הכפר.
והרי בכגון דא יש לבקר המוסדות המתאימים ולהשתדל שיוסיפו במספר הבתים העומדים להבנות, או הוספה להבתים שבונים עתה, ובפרט שכמה מאלו שכתבו לי בהנ"ל מוכנים הם להשתתף בסכומים מסוימים גם משלהם. ובהפרטי כל איני מוצא כל זכר לבקשות האמורות ולהמענה עליהם. ואפשר הטעם מפני שלדעתם אין זה בא בחשבון כנ"ל, והשקפתי בזה מובנת מהאמור לעיל שהיא הפכית בתכלית. ובה בשעה שמכמה כפרים מעתיקים, ורואים הם הצלחה בפועל - שבכפר חב"ד רוצים להתיישב, יושבים בחבוק ידים בפרט זה, וכנראה שמסתפקים בהעברה על רשימת הבתים שהסכימו לפני כשנה ושנתיים לבנותם, ובאם תפוסים הם, מודיעים להמבקש שאין על מה לדבר, וחסל!
אי הפעולה בהנוגע להנ"ל מעוררת ג"כ חשד, שאפשר עד"ז הוא גם בהנוגע לחיפוש מוצא לביסוס הכפר והטבת מצבו הכלכלי וכו'. ומוכרח שימצאו דרכים לשינוי עיקרי בשיטה האמורה. ויהי רצון שיחול השינוי בקרוב ממש להצלחת כפר חב"ד בכל הענינים הן בגשמיות והן ברוחניות.
לפלא ג"כ שאין מזכירים בהפ"כ אם כבר דנו ע"ד קייטנא בכפר חב"ד. ובפרט שנוכחו משנים שעברו שהדיון אודות הקייטנא בזמן האחרון לפני פתיחתה, הביאה לכמה מגרעות הן בגשמיות והן ברוחניות.
בברכת הצלחה בעבודתם הקדושה להתפתחות כפר חב"ד ולבשו"ט בכל האמור.

I acknowledge receipt of your letters from the 19th and 26th of Iyar, and it is surprising that there is a lack of discussion about several issues that should be on the agenda, as they are currently pressing matters. Among them (though not all): According to information from several people, it has become known here that some wanted or still want to settle in Kfar Chabad, and based on their character they are suitable for the direction of Kfar Chabad. They received a response from the village administration that it is out of the question because there are no houses—nothing more. It is clear that this is not how the village will develop. In such cases, one must visit the appropriate institutions and work to increase the number of houses planned for construction or add to those currently being built—especially since some who wrote to me about this are willing to contribute certain sums themselves.
In your details I find no mention of these requests or their responses. Perhaps you think it is out of the question as above; my view on this is clear from what I wrote above—it is completely opposite. While other villages are relocating and seeing actual success—people want to settle in Kfar Chabad—yet here people sit with folded arms regarding this matter. It seems you are content with reviewing the list of houses agreed upon a year or two ago; if they are occupied, you inform applicants there is nothing to discuss—and that's it!
This lack of action raises suspicion that perhaps a similar approach exists regarding seeking ways to strengthen and improve the economic situation of the village, etc. It is essential that fundamental changes be made in this approach.
May it be Hashem's will that this change happens very soon for the success of Kfar Chabad in all matters—both materially and spiritually.
It is also surprising that your letters do not mention whether you have already discussed organizing a summer camp in Kfar Chabad. Especially since experience from previous years shows that discussing camp arrangements only shortly before opening led to several shortcomings both materially and spiritually.
