בנועם קראתי מכתבם מכ"א אייר, ומפני כמה סיבות נתעכב המענה שלי עד עתה, ואתם הסליחה.
שמחתי לקרא כי מרגישים גודל האחריות שעליהם וכי קבלו עליהם להרחיב שטח פעולותיהם ולהביא ולהוציא לפועל המטרות של אגודת חב"ד בארה"ק ת"ו. ואם בכלל יקר הזמן, כי ימים יוצרו ולא - ולו קרי - אחד בהם, הרי גדל ערכו ביותר בדורותינו דעקבתא דמשיחא, אשר כפי פתגם כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע הנה זה עומד אחר כתלינו ממש, ובפרטי פרטיות בארצנו הקדושה ת"ו, אשר עיני הוי' אלקיך בה מראשית השנה ועד אחרית שנה, וכמבואר באגה"ק סי' יד, שיורד ומאיר מח"ע אור חדש ומחודש שלא הי' מאיר עדיין מעולם כו' מבחי' עליונה יותר כו' ובפרטי פרטיות כן הוא בכל יום ויום כו'.
(א) במה שמציעים להוסיף חברים להנהלת אגודת חב"ד באה"ק ת"ו, ובהסכם כלם מציעים להוסיף בא כח מירושלים ת"ו הרב עזריאל זליק שי' סלונים, בא-כח מכפר ספרי' ה' זלמן שי' סודקביץ ומן הצעירים שבתמימים את הר' יצחק שי' גנזבורג, נכון הדבר לצרף את הנ"ל והנני מאשר הצעתם ויהי' רצון שיהי' בהצלחה. והייתי מציע שכדאי לצרף, לאחר עיון בדבר, עוד בא-כח אחד מהצעירים.
(ב) על של עתה באתי להדגיש (כיון שנראה לדאבוננו שיהיו בחירות ובעתיד הקרוב), על החוב והזכות קדוש, אשר כל אחד מהחרדים ויראים לדבר ה' צריך להשתתף בבחירות, הן בעצמו והן בהשפעה על זולתו, להצביע בעד הרשימות החרדיות ביותר, שלא ילך לאיבוד אפילו קול אחד.
והנני מוסר בזה רשות ויפוי כח לפרסם את דעתי בכל התוקף ובכל החוזק, אשר על כל אחד ואחת מיראי ה' וחושבי שמו לעשות ככל יכלתו להרבות מספר המצביעים בעד הרשימות החרדיות ביותר.
(ג) לדעתי צריך הי' לארגן באגו"ח מחלקה מיוחדת של נשים, ופירושו בשתים: לארגן את נשי חסידי חב"ד ואת כל אלה אשר רוח חב"ד יקר ללבן ולנפשן, והשנית, בשביל עבודה בין הנשים בכלל, אשר כמובן אופי מיוחד גישה מיוחדת ותפקידים מיוחדים לעבודה זו.
(ד) לדעתי באה העת לארגן מחלקה מיוחדת בין הצעירים מאנ"ש והקרובים לרוח חב"ד, והכוונה בשתים: בשביל חיזוק כחותיהם הם, ובשביל עבודה בחוגים רחבים יותר של הנוער, אשר אופי מיוחד גישה מיוחדת ותפקידים מיוחדים לעבודה זו.
בנוגע לסעיפים ג' וד' איני נכנס כאן בפרטים, כי הרבה תלוי בהמצב על אתר, ואל בינתם אשען. ובטח יציעו תכנית עבודה מפורטת בזה בהתאם לדרישת המקום והזמן, ואחכה להצעתם בזה, ות"ח מראש.
הערה: מובן מעצמו, אשר בנוגע לבחירות, צריכה להיות התעמולה גם בין הנשים ובין הצעירים, אבל אין לחכות על אירגון מחלקות הנ"ל, כי הזמן קצר, ובטח הנסיון שבתעמולת הבחירות יעזור בהכנת ההצעות בנוגע לאירגונם.

I read your letter from the 21st of Iyar with pleasure. For several reasons my response was delayed until now; please forgive me. I was happy to read that you feel the great responsibility upon you and have accepted to expand your activities and actualize the goals of Agudas Chabad in Eretz HaKodesh may it be rebuilt and established.
If time is precious in general—since "days were formed and not one of them is superfluous"—then its value is even greater in our generation of Ikvesa d'Meshicha (the footsteps of Mashiach), as my father-in-law the Rebbe zatzal said: "He stands right behind our wall," especially in detail in our Holy Land may it be rebuilt and established, about which it is written: "the eyes of Hashem your G‑d are upon it from the beginning of the year to the end of the year." As explained in Iggeres HaKodesh section 14, a new and renewed light descends from Atik Yomin that never shone before from a higher level—and specifically this happens every single day.
(a) Regarding your proposal to add members to the leadership of Agudas Chabad in Eretz HaKodesh may it be rebuilt and established—and with everyone's agreement you propose adding as representatives from Jerusalem Rabbi Azriel Zelik Shlita Slonim; from Kfar Sefaria Reb Zalman Shlita Sudakowitz; and among the younger Temimim Reb Yitzchak Shlita Ginsburg—I agree that these should be added and hereby confirm your proposal. May it be G‑d's will that this addition will be successful. I would also suggest considering adding another representative from among the youth after reviewing this matter.
(b) I wish to emphasize (since unfortunately it appears there will be elections soon) the sacred obligation and privilege that every charedi G‑d-fearing person must participate in elections—both personally and by influencing others—to vote for the most charedi lists so that not even one vote is lost. I hereby give permission and authorization to publicize my opinion with full force: that everyone who fears Hashem and values His Name should do everything possible to increase the number voting for the most charedi lists.
(c) In my opinion, a special women's division should be organized within Aguch (Agudas Chassidei Chabad), meaning two things: organizing women who are Chabad chassidim as well as all those whose hearts and souls are dear to Chabad spirit; secondly—for work among women in general, which obviously requires a unique character, approach, and tasks for this work.
(d) In my opinion, now is also the time to organize a special division among young people from Anash (our community) and those close to Chabad spirit—again with two purposes: strengthening their own abilities, and working with broader circles of youth which also requires unique character, approach, and tasks for this work.
Regarding sections c & d I am not entering into details here since much depends on local circumstances; I rely on your understanding. Surely you will propose a detailed plan according to local needs; I await your suggestions on this—thank you in advance.
Note: It goes without saying that regarding elections there must also be campaigning among women and youth; but do not wait for these divisions to be organized since time is short. Certainly experience gained during election campaigning will help prepare proposals regarding their organization.
With blessings for success in your holy work—and let me point out about the name "Agudas," chosen by our Nesi'im as explained in Likkutei Torah Devarim Ki HaHarim Yamushu p.283b and V'Lakachtem Agudas Eizov by tzt"z (printed)—may we all together merit fulfilling the will of our holy Rebbeim Nesi'ei Chabad—and especially what is closer to us—the will of my father-in-law the Rebbe—with abundance and without concealment or obstruction; speedily may we see fulfillment of "Yosef Mar," that King Mashiach comes—for already "the wellsprings have spread outward," and my father-in-law the Rebbe will lead us to complete true redemption.
Summary
