במענה על מכתבו מו' תמוז, ולפליאה על אנ"ש שכמה פעמים בקשתי, שלא יהיו ח"ו פון די צער חסידים כלשון כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, שכשיש ח"ו צער כותבים ובא"ל לא. שכנראה גם הוא התחיל לנהוג ככה, וחכה להמאורע עם אביו שליט"א. ויה"ר שבזה תסתיים הנהגתו זו, ומכאן ולהבא יבשר אך טוב ובשו"ט בכל, ומהם ע"ד הטבת מצב בריאות אביו שי' - בקרוב.
במ"ש שלא יכלו לקבל עזרה ממשרדים בהנוגע לקייטנא, מובן שזה מתמיה ומבהיל למאד, כי במה שנשתנו שכו"כ מוסדות מקבלים בכל שנה ושנה עזר חשוב וגדול בערך התקציב דהקייטנא והם יוצאים מכלל זה? ומ"ש שפחדו לסדר בכפר חב"ד - גם זה אינו מובן מהו הפחד, ובפרט שעתה ישנם שם בנינים פנוים מה שלא הי' אשתקד. והרי עוד מעלה נוספת - שעתה הוא הזמן קודם הבחירות שכמה מהמשרדים מעונינים שיהיו שבעי רצון מהנהגתם, ואפשר יש עוד זמן. ויה"ר שעכ"פ מכאן ולהבא לא תהי' ההשתדלות בכל ענין דוקא בין השמשות.

In response to your letter from the 6th of Tammuz, I am surprised at Anash, as I have requested many times that they should not be among those who cause pain to chassidim, as my father-in-law the Rebbe of blessed memory would say: when there is pain, they write; otherwise not. It seems you too have begun to act this way and waited for the incident with your father, may he live and be well. May it be G‑d's will that this ends your conduct in this manner, and from now on you should share only good news in all matters—including regarding your father's health improvement—soon.
Regarding what you wrote about being unable to receive help from offices concerning the camp: it is truly puzzling and alarming, since what has changed that so many institutions receive significant annual support relative to their camp budgets while you are excluded? And what you wrote about fearing to arrange it in Kfar Chabad is also unclear—especially since now there are vacant buildings there which were not available last year. There is even an added advantage: now is the time before elections when many offices want people to be satisfied with their conduct, and perhaps there is still time.
May it be G‑d's will that at least from now on your efforts in every matter will not be left until twilight.
