לאחרי שוב הפעם הפסק נתקבל מכתבו מיו"ד למ"ח, בו כותב ר"פ מפעולות בשבועות שעברו, ומובן שנכון ביותר לסדר הענינים באופן אשר...יומשכו גם שאר אנ"ש ואפילו אלו שיכולים להיות בעתיד מאנ"ש לשטח עניני חב"ד, שהרי כל הארץ בראזיל לפניהם, כוונתי שמוטל עליהם להפיץ המעינות לא רק בד' אמות מצומצמות שלהם אלא בחוגים ההולכים ומתפשטים עד שיפוצו בכל המדינה, וע"פ מכ' כ"ק אדמו"ר מהורש"ב (נדפס במובא לקונטרס ומעין) דבזמה"ז אופן הבירורים הוא בלא סדר באופן דאין לסדר לכבוש תחלה פלטרין שלך, ז.א. שאפילו אלו שחסר עדיין בד' אמות מצומצמות שלהם, גם עליהם לפעול בפלטרין של אחרים, וכיון שזוהי דרישת השעה, בודאי שניתנה היכולת למלאות הדרישה.
דרושה שימת לב מיוחדת וכדאי ההשתדלות ויגיעות מרובות בהנוגע לקייטנא כו', כי כפי שהראה הנסיון בכל מקום שעשו זה בארצוה"ב, ואחרי זה באה"ק ת"ו וקנדה, כשמארגנים הדבר כדבעי, ומנצלים אח"כ כדבעי התוצאות אפשר לרכוש רכוש רב ע"י קייטנא, פשוטו כמשמעו להמשיך (אריינציהען) מספר גדול של הנוער ועל ידם גם מספר גדול של הורים ובתים בישראל, ולא עוד, אלא שכמה מהם באופן דטופח ע"מ להטפיח ולהשפיע על אחרים.
כמדומה כבר כתבתי אודות תכנית מסודרה בעוד מועד בהנוגע לניצול ימי כסלו וביחוד י"ט כסלו הבע"ל ר"ה לחסידות ודרכי החסידות באופן הכי אפשרי, ואין לך דבר העומד בפני הרצון.

After a pause, I received your letter from the 10th of Menachem Av, in which you write in detail about activities from recent weeks. It is clear that it is best to arrange matters so that other Anash—and even those who may become Anash in the future—are also drawn into Chabad activities. After all, the entire land of Brazil lies before them. My intention is that they are obligated to spread the wellsprings not only within their own limited circles but into ever-expanding circles until they reach the entire country. As explained in the letter of the Rebbe Rashab (printed in the introduction to Kuntres Uma'ayan), in our times the process of refinement is without order; there is no need to first conquer your own domain. That means even those who still lack in their own limited circles must also work within others' domains. Since this is what the time demands, surely the ability has been given to fulfill this demand.
Special attention and considerable effort should be devoted to summer camps and similar initiatives. Experience has shown everywhere this was done—in the United States, then in Eretz HaKodesh and Canada—that when things are organized properly and results are utilized as they should be, it is possible to gain much through summer camps: literally drawing a large number of youth and through them many parents and Jewish homes. Moreover, some will themselves go on to influence others.
I believe I have already written about having an organized plan well in advance for utilizing Kislev days—especially Yud-Tes Kislev, which is approaching—the Rosh Hashanah for Chassidus and its ways—in the best possible manner. There is nothing that stands before one's will.
