The Rebbe expresses pleasure at Azimov's efforts to encourage parents, who were unable to circumcise their sons, about the importance of this mitzvah, and acknowledges his success in this area. In response to technical questions regarding performing a circumcision without a minyan, the Rebbe advises Azimov to consult with local Chabad Rabbanim, who are familiar with the specific circumstances, and references Shulchan Aruch Yoreh De'ah 265:6 for guidance.
