במענה למכתבו מכ"ד חשון, בו כותב אודות אופן הנחת תפילין בזמנים שעברו.
הנה כיון שענין מצות תפלין הוא המשכת מוחין, כמבואר בכ"מ ומהם בד"ה איתא במדרש תהלים הידוע, מובן שלתיקון צריך להוסיף בהמשכת המוחין, ז.א. לימוד התורה בהתמדה ושקידה לימוד בלי כל פניות, שזהו מוחין כשהם לעצמן קודם המשכתן למטה במדות, ושמשם צריך להמשיכם למטה ע"י קיום המצוה, וכל המוסיף בזה הרי זה משובח.

In response to your letter from the 24th of Cheshvan, in which you write about the manner of putting on tefillin in previous times. Since the matter of the mitzvah of tefillin is to draw down intellect (mochin), as explained in many places and among them in the well-known Maamar "It is stated in Midrash Tehillim," it is understood that for correction one must increase in drawing down intellect. That is, diligent and persistent Torah study—study without any ulterior motives—which represents intellect as it is in itself before it is drawn down into emotions. From there, one must draw it downward through fulfilling the mitzvah, and whoever increases in this is praiseworthy.
