In response to your comment—which is also connected to today's Chumash lesson (20:12). In the commentaries on Zohar, Parshas Emor, regarding Yom Kippur (page 82), it seems to imply that on Shemini Atzeres there is a zivug (union) for the birth of souls. However, this does not seem acceptable since ultimately Shemini Atzeres is also considered a festival about which it is said that there is no zivug except to strengthen existing ones, not to create new ones.
However, in Shemini Atzeres there is indeed a zivug etc.—and more than that, Shemini Atzeres is specifically the time (in the yearly cycle) for the union that brings about the birth of souls. This is explained in Pri Etz Chaim by the Arizal when discussing Shemini Atzeres (Shaar HaKavanos, Pei Chet; Mishnas Chassidim; his Siddur and others). See also Zohar III (214b). Note also from Pri Etz Chaim there that even in the first instance (i.e., Adam HaRishon), although he was created on Friday, since he did not wait until Friday night there was no union of Zeir Anpin and Nukva in Bereishis and their union was delayed until Shemini Atzeres. To your earlier question—the union on Shemini Atzeres is not because it is included among festivals but because its uniqueness is its joy* (see Likkutei Torah Parshas Berachah 94d and onward; and notes).
And in the language of Zohar III (quoted in Likkutei Torah): "On the eighth day [Shemini Atzeres] it is a joy of Torah, for then it is a union of body—a union of all," whose meaning relates to mochin d'abba**. The reason this detail was not specified in those Zohar commentaries is because they do not go into detail about the difference between Yom Kippur (which prohibits marital relations) and weekdays—they treat them as one category.
And as explained in Tanya Iggeres HaKodesh (130:2): The creation of souls (from Malchus of Atzilus) etc., in the world of Beriah etc.—it becomes clear from Pri Etz Chaim that conception (and birth) of souls occurs on Shemini Atzeres (and Shavuos), while elsewhere it states that marital relations from Friday night to Shabbat day draw down new souls. For actual bodies from there draw down souls at that time (see Zohar II, 1a), which is lower than this level (hence Tosafos' question). See also Shaar MaN u'MaD Daled Aleph. And as explained by Rashi and Bereishis Rabbah (not every year on Shemini Atzeres)—there are several explanations; one being that all souls were included within Adam HaRishon (Shemos Rabbah Peh Mem:2). And this suffices for now.
