לפלא שמעת באו האברכים שביקרו כאן בחדש השביעי המושבע בכל טוב, לא נתקבלו מהם כל מכתבים, ובודאי ימלאו בהזדמנות הכי קרובה ובפרטיות הדרושה והמתאימה.
ועל של עתה באתי ע"פ מרז"ל אין מזרזין אלא למזורזין שבודאי ינצלו ימי הסגולה די"ט כסלו ונר חמישי דחנוכה להחזקת והתפתחות עניני הישיבה ובכלל כל עניני חב"ד במחנם הט' והשי"ת יצליחם, וכידוע פסק בי"ד של מעלה אשר בגלל המס"נ (של רבנו הזקן) על תורת החסידות, הנה בכל ענין של תורה יראת שמים ומדות טובות תהי' יד מקושריו והולכי בעקבותיו על העליונה.

במ"ש במכתבם דאז אודות שיבוא איש למדינתם איש מוכתר בכמה מעלות וכו'. הנה כפי שהראה הנסיון בכמה מקומות בכגון דא, מה שנצרך בענינים כמו אלו הם בעלי מרץ ואנשים מסורים למטרה הק' דהפצת המעינות ופעולות בהחוצה מכרם חב"ד, ואנשים המתאימים בהמעלות שלהם וביכולתם לעקור הרים ולטוחנם זו בזו בפלפולים, אינם מביאים כל תועלת, ולפעמים תכופות הרי אדרבה כו'. וכשהכרתי האברכים שביקרו כאן ובהשערתי ע"ד אנ"ש הנמצאים מכבר במדינתם, הנה לפום גמלא שיחנא, ויש היכולת והכחות לעשות ולפעול במדינתם ככל הדרוש ואין הדבר תלוי אלא בגילוי הכחות מן העלם שישנו במציאות ואפילו מהעלם שאינו במציאות אל הגילוי בפועל ממש.
מובן שכל הנ"ל אינו שולל שבאם ימצא איש בעל מרץ ויכול לפעול בכיוון הנ"ל ישתדלו גם עמדו שיסע למחנם, אלא שלע"ע אינו נראה איש בעל מעלות אלו.

It is surprising that after the Avrechim who visited here in the seventh month, which is blessed with all good, I have not received any letters from them. Surely they will fulfill this at the earliest opportunity and with the necessary and appropriate detail.
For now, I am writing based on our Sages' saying: "We only urge those who are already eager," and surely you will utilize the auspicious days of Yud-Tes Kislev and the fifth candle of Chanukah for strengthening and developing the matters of the yeshivah and all Chabad activities in your camp. May Hashem grant you success. As is known from the ruling of the Heavenly Court that because of the self-sacrifice (of Rabbeinu HaZaken) for Toras HaChassidus, in every matter of Torah, fear of Heaven, and good character traits, his followers and those who walk in his path will always prevail.

P.S. Regarding what you wrote then about someone coming to your country—a person crowned with many qualities etc.—experience in several places has shown that what is needed in such matters are energetic people devoted to the holy purpose of spreading the wellsprings and outward activities from Chabad's vineyard. People who excel only in their abilities to "uproot mountains and grind them together" in debates do not bring any benefit; often it is even counterproductive.
When I met the Avrechim who visited here and based on my estimation regarding Anash already present in your country: "Lefum gamla shichna" (according to the camel is its load), there is ability and strength to act as needed in your country; it only depends on revealing these hidden strengths—even those not yet apparent—into actual deed.
It is understood that none of this excludes that if a person with energy who can act as described above is found, efforts should be made for him to travel to your camp; however, at present no such person appears evident.
Summary
The Rebbe teaches that true progress comes from energetic dedication rather than intellectual debate alone. He encourages communities to reveal their inner strengths and assures that if a truly suitable shaliach appears, efforts should be made to bring him.
