במענה למכתבם מי"ד סיון, שבדא"ג מזכירים שאיזה פעמים פנו אלי בשאלתם ולא נענו, וכנראה שפלא בעיניהם הדבר, ולדידי הרי הישיבה צריכה להתנהל ע"י הנהלתה אלא שדבר הקשה יש לשאול מעבר לים, אבל לא להתחיל בשאלה מעבר לים בענינים שדוקא על אתר יש לפותרם, וה"ה בנוגע לתוכן מכתבם זה, שהרי כל תלמיד עולם בפ"ע הוא, ואין לקבוע מסמרות ולהציג קו הנהגה אחד לכל הסוג, וגם בהנוגע לכל תלמיד יש להתחשב בהשפעה שתהי' בזה על שאר התלמידים [והרי מובנת הסתירה שבמכתבם עצמם, שכותבים שחסידים הם ואי אפשר להשתלט עליהם, והרי ישנם הלכות ת"ת לרבנו הזקן כו"כ מכתבים מרבותינו נשיאנו ועוד ועוד], אלא שמובן שלכל תלמיד צריך לענות בפ"ע. . .
בהנוגע לפועל כנ"ל עליהם להחליט, ולא בדיון ע"ד סוג אלא בדיון על כל אחד בפרט ובהתחשב עם כל הסעיפים התלוים בזה. . .

In response to your letter from the 14th of Sivan, in which you mention, by the way, that you have sometimes turned to me with your question and did not receive an answer—and apparently this surprises you—I see it as follows: The yeshiva should be managed by its administration. Only a truly difficult matter should be asked from overseas; but one should not begin by asking from overseas about issues that specifically ought to be resolved locally. This also applies to the content of your current letter: every student is a world unto himself, and it is not appropriate to set rigid rules or establish a single approach for all types. Even regarding each student individually, one must consider the influence this will have on the other students [and indeed, the contradiction in your own letter is clear: you write that they are Chassidim and cannot be controlled—yet there are laws of Torah study according to Rabbeinu HaZaken, many letters from our Rebbeim Nesi'im, and so on]. It is understood that each student must be answered individually...
In practice, as above, you must decide—not by discussing the type as a whole but by discussing each individual specifically and taking into account all relevant factors...
Summary
The Rebbe teaches that yeshiva leadership should provide personal guidance for each student locally rather than seeking answers from afar. Every student is unique; decisions must consider individual circumstances and their effect on others.
