בתמהון גדול קראתי במכתבו סברות משונות בנוגע לבחירות לועד כפר חב"ד, ועד כדי כך שספק הי' אצלי אם לענות על זה, שהרי המענה עושה מציאות מהשאלה אפילו כשעונים בשלילה. וזוהי אחת הסיבות לעיכוב המענה עד עתה.
בכל זה, אחרי ראותי ההתלהבות בנוגע

השפה, נתעורר החשש שמי יודע לאיזה ממדים יבוא חילוק הדיעות בנוגע לבחירות האמורות. לכן באתי בכתובים, עכ"פ בקיצור:
א) קס"ד לעשות בחירות נפרדות לחוגים השונים של תושבי כפר חב"ד.
עד כמה מוזר קס"ד זה מובן ג"כ מהמציאות – שיהי' בזה חידוש, כי עד עתה לא שמעתי מאיזה מושב באה"ק ת"ו או בחו"ל שיהי' על דרך זה, ולא עוד אלא שכמה חוגים בתוככי בנ"י תושבי אהקת"ו, ובכל זה אין עושים בחירות כמספר המפלגות והחוגים.

חכז"ל לא שמענו אינה ראי', ואפשר ימצאו באיזה מקום פינה שבה נוהגים כפי הקס"ד האמורה, הרי בנוגע לכפר חב"ד – אין לדבר סוף, שהרי ישנם חוגים החולקים איש על רעהו מפני שייכות לביהכ"נ זה או אחר, אותם החוגים שכותב עליהם, ספרדים ואשכנזים, המצדדים ללימוד בלה"ק או ללימוד באידיש, וכו' וכו'.
ב) קס"ד שעל כל ענין יתנו דין וחשבון באסיפות כלליות, או עכ"פ בסוג מסויים של ענינים, וכנ"ל גם עד"ז לא שמעתי, ועוד שאף שהטענה צודקת – שצ"ל הענינים בחשבון ולתת דין וחשבון, הרי זהו תפקידו של ועד הבקורת, ולא לדון ע"ד ענינים אפילו חשובים – דוקא באסיפות פומביות, וק"ל.

I read your letter with great astonishment at the unusual ideas regarding the elections for the Kfar Chabad committee. I even doubted whether to respond at all, since answering—even negatively—gives substance to the question. This is one reason for my delay in replying until now.
Nevertheless, after seeing the enthusiasm regarding the language issue, I became concerned about how far disagreements over these elections might go. Therefore I am writing briefly:
a) The idea of holding separate elections for different groups of Kfar Chabad residents is quite strange. It is clear from reality that this would be a novelty; I have not heard of any settlement in Israel or abroad that does this. Even within Bnei Yisrael communities with various factions, they do not hold elections according to the number of parties or groups. Although our Sages say "we have not heard" is not proof and perhaps somewhere such a practice exists—in Kfar Chabad this would have no end. There are already groups who disagree simply because they belong to different synagogues; those you mention—Sephardim and Ashkenazim; those who support learning in Lashon HaKodesh or Yiddish; and so on.
b) The idea that every matter should be reported at general assemblies—or even just certain matters—is also something I have never heard of. Even if the claim is correct—that everything should be accounted for—this is the role of an audit committee, not to discuss every matter (even important ones) specifically at public gatherings.
c) Attached is a copy of my letter to the administration of the Talmud Torah and to parents. From it you can see (in our Sages' style: there are places that foster lovers of peace and places that foster pursuers of peace), each place must be especially careful regarding its character. Sadly, concerning Kfar Chabad—which this year turns twenty—I have yet to hear good news about increased unity; rather, every day brings reports of more division over some issue. Disputes begin over a particular problem and immediately residents split into two or three (or more) sides—including men and women alike, sometimes even children—and the results are obvious. If this happens regularly, how much more so near upcoming elections.
May it be G‑d's will—and "my father threw an ax into it," meaning: may the same enthusiasm and energy that in past years or other settlements was used for division now be used for fighting the evil inclination. Let everyone work together to expand Kfar Chabad both materially and spiritually. There are many areas where the village could grow greatly if only people would focus on them properly—but instead people focus on criticizing others' successful work.
If people truly want to improve Kfar Chabad, each resident will find ample opportunity to act for its foundation and expansion in quantity and quality—doing great things—for Hashem commanded blessing upon Kfar Chabad through its founder (the Previous Rebbe), who still stands and serves with great strength demanding that all Anash be united as one group.
d) Since our Sages said (Zohar II 161b etc.) "Just as G‑d looked into Torah and created the world, so too a person studies Torah and repairs the world," it is worthwhile to establish study sessions in all synagogues in Kfar Chabad—in which especially those leading opposing sides should participate—studying material relevant here: kuntres Cheltzu (which is surely available as it was printed here with an added maamar from the Previous Rebbe). If needed it can be quickly reprinted by photostat from earlier editions—the main thing is to begin studying it promptly: study that leads to action so all will "mobilize" against Midian (as explained by Rabbeinu HaZaken), as did all Lubavitch leaders up to our generation's leader (the Previous Rebbe).
This also relates to Lag BaOmer—the day when previous conduct of disrespect ceased—and is Rashbi's day of joy uniting inner Torah with revealed Torah. The Baal Shem Tov's teaching transmitted by tzt"z on Lag BaOmer (around 5604): "I want to make Jews give forth their produce which Hashem's desired land can yield" (Hayom Yom 17 Iyar).
Summary
The Rebbe discourages divisive election practices in Kfar Chabad and urges channeling communal energy into unity through joint Torah study—especially learning Cheltzu—to strengthen both material and spiritual growth.
