הנהלות מוסדות חב"ד באה"ק ת"ו, ה' עליהם יחיו
שלום וברכה!
במענה על שאלתם אדות חוות דעתי בענין סדר המוסדות והנהלתם"
כבר גליתי חוות דעתי וכתבתי עד"ז, בארוכה לפי ערך, במכתבי לאגו"ח מיום כ"ד סיון, תיש"א, ואבוא פה עוד הפעם בתוספת ביאור, על כל פנים בקצרה.
הנה בכלל שתי חלוקות בדבר: א. כלפי פנים. ב. כלפי חוץ.
א. בעניני פנים, הנה לפי דעתי טוב ונכון הדבר אשר לכל מוסד תהי' לו אוטונומי' שלו, ויעמוד בקישור ישר לכאן. מובן שאין זה שולל שיהי' מעין קונטרול או בקורת מאיש או מוסד על גבי חברו, אשר פועל הקונטרול הזה יעמוד ג"כ בקישור ישר עם כאן.
ב. מה שאין כן בנוגע כלפי חוץ, הרי בכמה ענינים מוכרח הדבר, ובכמה ענינים על כל פנים טוב הוא, שיהי' בא-כח אחד לכל המוסדות, ותפקיד זה הוא של אגודת חב"ד, היינו שאגודת חב"ד תציג כלפי חוץ, בכל ענין הדורש זה, את כל המוסדות באה"ק אשר חותם חב"ד עליהם.
מדגיש אני בזה שחותם חב"ד עליהם, כי יש ענינים אשר על אנ"ש לפעול באה"ק ת"ו בתור אנשים נייטרליים ולא בתור אנשי חב"ד, ובענין כזה אפשר שהתערבות אגודת חב"ד עלולה לקלקל.
ג. יוצא מהנ"ל כיון שאגו"ח צריכה לייצג את המוסדות השונים כלפי חוץ, מוכרח הדבר שבהנהלת אגודת חב"ד יהי' בא-כח מכל אחד ואחד מהמוסדות, ועל פי מה שכתבו על דבר חברי הנהלת אגו"ח, הרי אמנם יש בההנהלה בא-כח מכל מוסד ומוסד.
ד. אגודת חב"ד אינה מתערבת בתור פקודה בענינים הפנימיים של כל מוסד ומוסד (מה שאין כן בתור נתינת עצה, אשר ברשות הנהלת המוסד לקבלה או לדחותה).
ה. חברי ההנהלה של המוסדות, לעת עתה הנני מציע שיהיו:...
ו. בקורת וקונטרול. מובן מעצמו שהקונטרול והבקורת צריכים להיות חדורים באהבת חסידים ואהבת אחים. בתור אנשי הקונטרול לעת עתה הנני מציע:...
ז. מתפקידו של הקונטרול הוא בתור נתינת עצה ובחינה ולעמוד בקישור ישר עם כאן ולהודיע מהנעשה בהמוסד, אבל אין בכחו לשנות החלטת ההנהלה.
ח. מובן מעצמו אשר על הנהלת כל מוסד ומוסד מוטלת האחריות וצריכה היא לנקוט בכל הצעדים הנחוצים לקיום והתפתחות המוסד.
- ולכאורה דבר פשוט הוא זה, ומוכרחני לכתוב בפירוש על זה, באשר יש מהמוסדות שהולך וחרב, וכנראה שההנהלה יושבת בחיבוק ידים, במענה המובאה במשנה - מה לנו ולצרה הזאת. וגודל הפשיעה במענה זו ברורה ואינה צריכה ראי'. וד"ל.
בבקשה לכל אחד מהמוסדות הנ"ל אחרי הקריאה והדיון בכל האמור בזה. לאשר קבלת מכתבי זה ולהודיעני הערותיהם וכל הנעשה בכל הנ"ל.

In response to your question regarding my opinion on the order and management of the institutions: I have already revealed my opinion and written about this at length in my letter to Aguch from the 24th of Sivan, 5711. Here I will add further explanation, at least briefly.
In general, there are two divisions in this matter: A. Internal matters. B. External matters.
A. Regarding internal matters, in my opinion it is good and proper that each institution should have its own autonomy and be directly connected here. Of course, this does not preclude some form of control or oversight by a person or institution over another; this controller should also be directly connected here.
B. In contrast, regarding external matters, in several areas it is necessary—and in others at least beneficial—that there be one representative for all institutions. This role belongs to Agudas Chabad; that is, Agudas Chabad should represent all institutions in Eretz HaKodesh bearing the Chabad seal in any matter requiring such representation.
I emphasize "bearing the Chabad seal," because there are matters where our people must act as neutral individuals rather than as Chabad members; in such cases, intervention by Agudas Chabad could be detrimental.
C. From the above it follows that since Aguch must represent the various institutions externally, it is necessary that each institution have a representative on the board of Agudas Chabad. According to what you wrote about the board members of Aguch, indeed there is a representative from each institution on the board.
D. Agudas Chabad does not intervene as an authority in internal matters of each institution (except as advice—which the institution's management may accept or reject).
E. As for members of the boards of these institutions—for now I suggest they should be: ...
F. Oversight and control: It is self-evident that control and oversight must be imbued with love of chassidim and brotherly love. For those serving as controllers at present I suggest: ...
G. The role of control is to offer advice and evaluation, maintain direct connection here, and report on developments within the institution—but it does not have authority to change decisions made by management.
H. It is self-evident that responsibility rests upon each institution's management; they must take all necessary steps for its maintenance and development. This seems obvious but I must state it explicitly because some institutions are declining while their management sits idly by—responding as in the Mishnah: "What have we to do with this trouble?" The severity of such negligence is clear and needs no proof—and enough has been said.
I request that after reading and discussing all this, each institution confirm receipt of this letter and inform me of their comments and any actions taken regarding all mentioned above.
Summary
The Rebbe teaches that effective institutional leadership requires both autonomy within each organization and unified external representation—balanced by loving oversight and a strong sense of responsibility from every leader to ensure growth and prevent neglect.
