Following up on our conversation when you were here—which was of course a source of pleasure and satisfaction for me—I have strong hope that you will not only continue to assist with the second Kfar Chabad as you did with the current Kfar Chabad, but will do so even more, in accordance with the growing needs of the time.

Every person—and especially our fellow Jews about whom it is said "Atem Keru'im Adam" ("You are called 'man'")—is commanded to ascend from level to level, as it says: "Yelchu Mechayil El Chayil" ("They go from strength to strength"). The commandment of our Torah, which is a Torah of life, is proof that not only is this possible but it also provides encouragement and empowerment.

I delayed my letter until now because I thought that perhaps soon someone special could travel from here to help specifically regarding the founding of the second Kfar Chabad. But since for reasons beyond my control this possibility has not yet materialized, I did not want to delay this letter any longer. I am certain that even without someone special coming from here, it will be possible to proceed with establishing and building the village. Of course, at the first opportunity when someone does travel, they will not delay in coming.

As we discussed some time ago in our conversation, land has already been designated for the second Kfar Chabad. As they have written to me, representatives from various offices together with representatives from Anash have already visited there. The area is relatively close to the current Kfar Chabad; and for several reasons we discussed in our conversation, in my opinion the second Kfar Chabad should be separate from the first but not distant—in order that if assistance is needed from one village to another it can easily be provided.

I am almost certain that in the very near future—in addition to settlers in the new Kfar Chabad who have been in Eretz HaKodesh since then—there will be a core group of settlers from abroad numbering at least ten couples. And after overcoming initial difficulties there will surely be many more added. Naturally, reports received from these first settlers will encourage and increase those wishing to settle there.

As mentioned at the beginning of this letter—knowing your attitude toward Kfar Chabad Aleph and that of our friends in various offices (headed by our friend Mr. Shazar shlita)—I strongly hope that the project of establishing a second Kfar Chabad will progress rapidly and at a quick pace.

I conclude by expressing hope that with the conclusion of this year—a year of segulah (special merit), marking two hundred years since the passing-hilulah of our teacher the Baal Shem Tov—the beginnings of this second village will already be clearly visible at an early stage. As we discussed during our conversation, a specific sum has already been allocated for public matters in this new Kfar Chabad. Even if relative to what is needed this sum covers only part of the budget—based on our Sages' saying "Ein Mezazrin Ela Lemizurazin" ("We urge only those who are already eager")—I hope this too will inspire even greater alacrity and speed in carrying out these activities.

Now that we have passed through Bein HaMetzarim—the days commemorating destruction—and as with all matters observed annually among Am Yisrael (the Jewish people), where remembrance is not just for memory's sake but leads to action—the intention here too is to eliminate those causes which led to destruction and increase building by overcoming boundaries and limitations in a manner of "U'Faratzta Yama VaKedma Tzafona VaNegba" ("And you shall spread out westward and eastward, northward and southward").
