במענה על מכתבו מכ"ב תמוז, בו כותב שמכמה טעמים רצונו לבוא ללמוד בישיבת תומכי תמימים בברוקלין, וכן הוא גם חוו"ד המנהל רוחני דישיבתם הרה"ח הוו"ח אי"א נו"מ וכו' מוה"ר שלמה חיים שי' קעסעלמאן:
בטח יודע הפסק דין אשר מארץ ישראל מותר לצאת רק בשביל תלמוד תורה (ולישא אשה) ובמילא צ"ל לימוד התורה כדבעי למהוי, ואם לוקח הוא על עצמו הנהגה כזו, אזי נכון הדבר שיבוא ללמוד לכאן, ועליו להתדבר מראש אם בעצמו או ע"י הנהלת הישיבה שלומד בה, עם הנהלת הישיבה בכאן בענין הניירות הדרושות, ויה"ר שהשי"ת יתן לו הצלחה בלימודו ביר"ש ויהי' חסיד יר"ש ולמדן,
בטח שומר השיעורים השוים לכל נפש בחומש תהלים ותניא שהם מתקנת כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, ומזמן לזמן חוזר דא"ח בע"פ.

In response to your letter from the 22nd of Tammuz, in which you write that for several reasons you wish to come study at the Tomchei Tmimim Yeshivah in Brooklyn, and this is also the opinion of your yeshivah's mashpia, Haraha"ch vavaha"ch iy"a nu"m etc. Moreinu HaRav Shlomo Chaim Kesselman:
You surely know the halachic ruling that one may only leave Eretz Yisrael for Torah study (and to marry), so your Torah learning must be as it should be. If you take such conduct upon yourself, then it is proper for you to come learn here. You should arrange ahead of time—either yourself or through your current yeshivah's administration—with the administration here regarding the necessary paperwork. May it be G‑d's will that Hashem grant you success in your studies with fear of Heaven, and that you become a chassid, G‑d-fearing, and a scholar. Surely you keep the universally established daily lessons in Chumash, Tehillim, and Tanya instituted by my father-in-law the Rebbe zatzal nishmaso Eden zichrono tzaddik livracha, and from time to time review Chassidus by heart.
