Shalom u'Vrachah!

In response to your letter from the 21st of Adar II (I am hurrying to answer it without delay) in order to prevent any slander, etc. You pointed out what is written at the end of Piskei Dinim, page 69b, and see a change there: in previous editions it was written differently, and in the new edition the words 'and it is not an answer' were added.

Surely you know—and have heard even more—the relationship Chasidim have toward their Rebbe, the Admor. This alone rules out any suspicion of a fundamental change here. In fact, even in the first edition it said 'and it is not an answer,' and I have a copy in my possession from which a photo was made for the new Kehot edition, as stated in the introduction. What happened is exactly as described.

As I heard from my father-in-law, the Previous Rebbe zatzal (may his merit protect us), the printers in Vilna (I did not hear clearly if this included just the typesetter and his supervisors or also the publisher)—as is known, at that time Vilna was a stronghold of opponents [to Chasidism], and apparently this was compounded by the fact that 5644 (1884) was shortly after the passing of Admor Maharash n"e (may his memory be for a blessing), making it an emergency period between leaders—they took advantage of this opportunity to forge [the text]. Instead of 'and it is not an answer,' they printed the version you quoted. When the first copies reached Lubavitch, all necessary means were taken and they reprinted the last pages with tzt"z's version. Of course, it was impossible to eliminate all copies with the forged text. This concludes my father-in-law's account.

As is typical with most forgers, their error exposes itself: besides not being written at all in tzt"z's style, both before and after this passage when tzt"z quotes earlier authorities he writes with great breadth—not at all comparable—and certainly would not make such a change in one stroke. See also at the beginning of Piskei Dinim, pages 1 and 2, and in its supplements printed in Shu"t tzt"z Sha'ar HaMiluyim Kehot edition (copied from manuscripts), where tzt"z brings words of the Gra; see his style there.

With blessing.

Summary

The Rebbe clarifies that Chasidim's deep trust in their Rebbe precludes suspicion regarding textual integrity. He explains how historical circumstances led to textual forgery but affirms that efforts were made to restore authenticity based on original sources.
