לכבוד המשתתפים בכינוס השנתי של איגוד הרבנים
ה' עליהם יחיו
שלום רב וברכה!
במענה על הודעתם אודות כינוסם השנתי, אביעה בזה איחולי שיהי' כינוסם כינוס לשם שמים, אשר אז מובטחים שיהי' בהצלחה, היינו שההתעוררות דימי הכינוס תביא לידי פעולות ממשיות משך כל השנה כולה, פעולות מצד כל אחד מהמשתתפים - הן בהנוגע לעצמו והן, והוא העיקר, בהנוגע לקהלתו בה מכהן ובכל מקום שהשפעתו מגעת.
למותר לעורר על האחריות המוטלת על שכמו של כל רב, ובטח גם למותר לעורר על החוב הקדוש המוטל על כל אחד מאיגוד הרבנים בפרט, שכן רובם ככולם ילידי ארצות-הברית הם, שזה מאפשר להם להשפיע באופן ישיר על בני קהילתם וצאן מרעיתם, אשר הדאגה לפרנסתם וצרכיהם הרוחניים מחובתם וזכותם ביתר שאת וביתר עז. ואשרי משכיל אל דל, וענייך קודמים, ואין עני אלא בדעת תורה, שפירושה (על פי הזהר) תורה מל' הוראה, הוראה בחיים היום-יומיים - שיהיו על פי תורת חיים, במעשה ובדבור ואפילו במחשבה.
כידוע, הסבה העקרית לכל דבר בלתי מתוקן בחיי היהודים באה"ב, הנה שרשה בחסרון הידיעה, וכפשוטו - עם הארצות המבהילה שהשתלטה בחיים; וכשמתחקים לסיבת העם-הארצות הנוראה הזאת, מוכרחים להסיק שהרבה מן הגורם לזה הוא - טרדתו של הרב ומשפיע רוחני בקהלתו בכמה ענינים, ומהם ענינים עוברים ושוטפים, כגון השתתפות במאורעות משפחתיים או בחגיגות שונות ומשונות בהסביבה והחברה, ועוד ענינים כמו אלה שאין להם שייכות לענינים דתיים; וכתוצאה מזה, הנה ברצון או באונס מזניח הוא עיקר תפקידו, שהוא לנהל צאן מרעיתו במסילה העולה בית א-ל ע"י הרבצת לימוד התורה והחזקת היהדות והפצתה. ותחת להקדיש עתותיו כחו ומרצו להיות מורה הוראה כפשוטו וכמשמעו, הנה כל עיקר הרבנות נצטמצמה להיות נאה דורש, ובמשך הזמן - לא בשביל המוסר השכל שבדרשה, אלא כדי שלהשומע יונעם, וכן נעשה הרב לדרשן שחובתו לתת "גוט טיים" לבני עדתו לחצי שעה בשבת ומועד וביחד עם זה להיות "סאושל וואָרקער" מוצלח בקהלתו.
ובהתבונן אשר מוכרח שינוי עקרי במצב המדאיב הזה, ולאידך גיסא - אין שינוי בחברה מן הקצה אל הקצה חל בין לילה, הנה לדעתי העצה היעוצה היא, אשר אחד מהתפקידים הראשיים של רב באה"ב, ובפרט של רב צעיר המתחיל פעולתו בקהלה וסביבה חדשה, יהי' לחפש בתוך אנשי קהלתו אנשים בעלי כח השפעה ואשר היהדות קרובה ללבם, ולעשותם מעין "עוזרים" להרב במילוי תפקידיו העקריים, היינו החזקת הדת והפצתה בכל חוגי הקהלה בחיים היום-יומיים; זאת אומרת, לחנך בעלי-בתים דתיים לעסקנים בהפצת הדתיות בקהלה. ומסוגלים יהודי ארה"ב ביחוד לזה, כי אחת מתכונות תושבי מדינה זו ברובם המכריע היא - המרץ והפעילות האינדיווידואלית והשאיפה להיות מנהיג בחוג פחות או יותר רחב. ואם בענינים טפלים כן, הרי על אחת כמה וכמה בעניני דת, שלב כל אחד ואחת מישראל ער הוא להקב"ה ולתורתו ומצוותי', אף כשישנה בגלותא - כמאמר רז"ל הידוע.
עוד נקודה אופיינית במדינה זו היא - הגשמיות והחומריות שהחיים בכלל שקועים בהן, שמן הנמנע שלא ישפיע על היחס אל דת תורה ומצותי', שנעשו "מגושמים" ביותר. ואין רצוני להאריך בדבר המכאיב ומצער, ובודאי כל אחד ואחד המתבונן בצורת החיים הדתיים במדינה זו מכיר בזה, ואין נצרך לביאור נוסף. אשר על כן מוכרח הדבר, במדינה זו עוד במדה גדולה יותר מאשר בעבר לים, אשר כל אחד ואחד יהי' לו שיעור קבוע בכל יום בלימוד המחדיר רוחניות בחיים היום-יומיים ומברר ומזכך אותם, וכל' רבינו הזקן בעל התניא והשו"ע - מאכן פון גשמיות רוחניות, שזה בא על ידי לימוד בתורת המוסר והחסידות. וכיון שתפקידו של רב להיות מורה הוראה לא רק בדבור אלא, ובעיקר - בהנהגת עצמו לשמש דוגמא להבעלי-בתים, הרי על הרבנים לקבוע שיעור זה ולא רק קביעות בזמן אלא גם קביעות בנפש. ואף שתקותי ובטחוני אשר רובא דרובא של המשתתפים בכינוס זה גם בלאו הכי יש להם שיעור כהנ"ל, הרי גם בשביל נפש אחת מהמשתתפים, שהוא עולם מלא, כדאית החלטה זו, והעיקר - שהחלטה המתקבלת ברבים ע"י רבים (אף שהוא בל"נ, ולא נדר על דעת רבים) יש לה קיום יותר ולאורך זמן יותר. וכנראה במוחש.
מובן מעצמו שלא כל הדיעות שוות, ובמילא אין מקום לקבוע את הספר או השיטה בה ילמדו לימוד הנ"ל, אבל כן יש לקבוע המינימום של הזמן להקדיש לזה. ואולי גם להציע שורת ספרים, והבוחר יבחר מתאים לתכונת נפשו ובאותם הענינים שצריך הוא להיות בהם זהיר טפי.
ומידי דאתינא להכי:
פליאה בעיני זה כמה שנים - שהרי כל האמור בשו"ע הלכה פסוקה היא למעשה בפועל. ואפילו דבר השנוי בשו"ע במחלוקת - הרי ישנם כללים הלכה כדברי מי ועושים ומקיימים דבריו. ויוצא מן הכלל, בחוגים מסויימים מבני ישראל ואפילו בין אלו המדקדקים במצות - דין המפורש ומבלי כל חולק בזה, אשר קודם התפלה מחוייב כל אחד לחשוב "מרוממות הא-ל יתעלה ובשפלות האדם ויסיר כל תענוגי האדם מלבו" (שו"ע או"ח סי' צ"ח, סוף סעיף א'. ומיוסד על דבר משנה, וכמצויין שם). וכיון שחיוב התפלה הוא פעמים ביום, והאידנא קבעוה חובה גם פעם השלישית - תפלת ערבית, הרי גם דין הנ"ל חיובו הוא לכה"פ שלוש פעמים בכל יום, ומחויב בזה כל אחד ואחד המחויב בתפלה.
ועד מתי ולמה מחשים הרבנים, מורי הוראה, הר"מ ור"י מלהודיע על הלכה זו, הלכה שכל כך נתמעטו המקיימים אותה ואפילו אלו היודעים אודותה?
אחתום מכתבי באיחולי לבבים, אשר חפץ הוי' בידם יצליח.
הוי', שם המעיד - דאיהו בתוך כל הוי', והי' הוה ויהי' (זהר ח"ג רנ"ז סוף ע"ב), היינו - בכל מקום ובכל זמן, שנצחיים הם חפצי שמים,
לחזק קהלות ישראל אשר בארצות הברית,
שבעוונותינו הרבים הנה, בזמננו דחשך הגלות ההולך וכבד ואין לך יום שאין כו', נשארו הם רוב מנין ורוב בנין של כללות אומתנו, ואין להם להשען לקבל חיזוק רוחני ממדינה אחרת, כי אדרבה כל אלו זקוקות לעידוד בעניני התורה ומצוותי' וקיומם ברוח ישראל סבא - לבנ"י דאה"ב, ולעת עתה הנה עליהם האחריות והזכות לראש וראשונה - להרביץ תורת אמת ביראת שמים, ולחזק בדק בית ישראל מבלי פשרות,
עדי ירחם הוי' את שארית עמו ויקויים היעוד, שכל המאמינים בתורה ובמשה רבנו מחכים עליו,
שיעמוד איש הוגה בתורה ועוסק במצות, ויכוף כל ישראל לילך בה ולחזק בדקה, והוא יקבץ נדחי ישראל ויוציאנו מגלותנו - בגאולה האמיתית והשלימה.

Shalom u'Vrachah!
In response to your message about your annual gathering, I express my wishes that your assembly be for the sake of Heaven. Then you are assured of success—that the inspiration from these days will lead to tangible actions throughout the year by each participant—both regarding himself and, most importantly, his congregation and everywhere his influence reaches.
It is hardly necessary to remind you of the responsibility placed upon every rabbi's shoulders. It is also hardly necessary to remind you of the sacred duty incumbent upon each member of Igud Horabonim in particular, since most are native-born Americans. This enables them to directly influence their congregants and flock; caring for their material and spiritual needs is both their duty and privilege in an even greater measure.
Fortunate is one who considers the needy; your own poor come first; and "there is no poverty except in Torah knowledge," which means (according to Zohar) Torah as instruction—guidance in daily life—that it should be according to Toras Chaim in action, speech, and even thought.
It is well known that the main reason for anything amiss in Jewish life in America stems from a lack of knowledge—plainly: a frightening level of ignorance that has taken hold. When investigating its cause, one must conclude that much of it comes from rabbis or spiritual leaders being preoccupied with many matters—including fleeting ones like participating in family events or various celebrations in society—things unrelated to religious matters. As a result, willingly or not, they neglect their primary role: leading their flock toward G‑dliness through spreading Torah study and strengthening Judaism.
Instead of dedicating their time and energy to being true teachers of halachah in every sense, rabbinic work has been reduced to being eloquent speakers—not for moral lessons but for pleasing listeners—and rabbis have become entertainers who give a "good time" for half an hour on Shabbos or holidays while also serving as successful social workers in their communities.
Recognizing that this painful situation requires fundamental change—but that societal change cannot happen overnight—I believe one main task for rabbis in America (especially young rabbis starting out) should be to seek out influential individuals within their congregations whose hearts are close to Judaism and make them assistants in fulfilling core duties: strengthening and spreading Judaism throughout all circles of the community's daily life. In other words: train religious laymen to become activists for spreading religiosity within the congregation.
American Jews are especially suited for this because one key trait among residents here is energy, individual initiative, and a desire to lead—even if only within a small circle. If this applies to trivial matters, how much more so regarding religion! Every Jewish heart is awake toward G‑d and His Torah and mitzvos—even when hidden—as our Sages say.
Another characteristic here is materialism—the physicality saturating life—which inevitably affects attitudes toward Torah observance; mitzvos have become excessively "materialized." I do not wish to dwell on this painful topic; anyone reflecting on religious life here recognizes it without further explanation needed.
Therefore it is essential—here even more than overseas—that everyone have a fixed daily study session that infuses spirituality into daily life and refines it. As our master the Alter Rebbe says: making spirituality out of materiality—achieved through studying Mussar and Chassidus.
The rabbi's role is not only verbal instruction but primarily personal conduct as an example for laymen; thus rabbis must establish such study sessions—not just fixed times but with inner commitment. Even though I trust most participants already do so regardless—for even one soul (a world unto itself), such a resolution is worthwhile. Most importantly: decisions made publicly by many (even without formal vow) endure longer—as experience shows.
Of course not all opinions are alike; therefore there’s no need to fix which book or method should be used—but minimum time should be set aside for this purpose. Perhaps suggest a range of books so each can choose according to his nature or areas needing special care.
This brings me to another point: For years I have wondered—everything stated in Shulchan Aruch is practical law. Even where there’s dispute—rules exist as to whom we follow. Yet there remains an exception: among certain groups—even those meticulous about mitzvos—a clear undisputed law is neglected: before prayer everyone must reflect "on the greatness of G‑d above and man's lowliness... removing all human pleasures from his heart" (Shulchan Aruch Orach Chaim 98:1). Since prayer is required twice daily—and nowadays three times including Maariv—this law applies at least three times every day for anyone obligated in prayer! Why do rabbis, teachers of halachah, mashgichim remain silent about this law so rarely observed—even by those aware?
I conclude with heartfelt wishes that "the will of Hashem succeed through your hands." The Divine Name testifies: He is present everywhere always—past present future (Zohar III 257 end 72b)—meaning everywhere at all times; Heavenly desires are eternal—to strengthen Jewish communities in America who now constitute most of our people worldwide. They cannot rely on spiritual support from elsewhere; rather others need encouragement from them regarding Torah observance according to Israel's ancient spirit—for American Jews now bear primary responsibility and privilege: spreading true Torah with awe of Heaven; strengthening Jewish homes uncompromisingly until Hashem has mercy on His remnant and fulfills the promise awaited by all believers—that a man steeped in Torah will arise who will bring all Israel back into its path and strengthen its foundations; he will gather our exiles and redeem us with the true complete redemption.
Summary
