Regarding what is written in the Siddur to say before prayer: 'I hereby accept upon myself the positive commandment...'—there is no need to add 'bli neder' (without a vow), since the Alter Rebbe did not specify this, and there is no place for it at all because it is a mitzvah. See Nedarim 8a, Rashi there; Shulchan Aruch Yoreh Deah 263 at the end.
Summary
When accepting upon oneself the mitzvah of Ahavas Yisrael before prayer, one should not say 'bli neder,' as fulfilling a mitzvah does not require such a disclaimer. The Rebbe clarifies this based on halachic sources.
