Especially since there are limitations both in financial means and in available people—teachers and instructors, etc. Therefore, it is understood that one must avoid scattering one's energies into various fields, and even superficial expansion within this very field. In accordance with the above—the matter of establishing kindergartens or a dormitory as mentioned in your letters: your involvement should only be in investigating and researching the matter, and perhaps also some preparation to a certain extent for actual activities; but if they are suitable for Chabad—they should be handed over to another institution more fitting for this. Of course, in such an institution you can also participate, perhaps even as members of the administration; but in any case, this does not fall under the program or activities of the Reshet...

t) If kindergartens can be fully integrated with your cheder programs and you already have the necessary resources to manage them—as well as the required funding—then where it is absolutely necessary one should take interest and act accordingly. But all this is only a directive for pressing circumstances.

y) I was very pleased that you organized—what you call in your letter—study days (yemei iyun), and it would have been proper to find time to arrange them again. Clearly, for the sake of excellence it would have been worthwhile for more of Anash and friends to participate—not only as listeners but also as lecturers and leaders...

yg) Surely you made use of Chanukah days, and likewise will make suitable preparations for the upcoming Yud Shevat; simply also for Purim—to explain to students about these special days, mainly focusing on practical lessons.

yd) It is certainly good to institute study of our books if this does not cause significant change or separation between your students' knowledge and that of other institutions. Regarding your note that our books are unavailable in Eretz Yisrael—it would be worthwhile to look into publishing them there or to find out if a special license is needed when sending them from here, and to which address and quantity it is permitted to send...
