במענה על מכתבו מכ"ח תמוז, בו כותב המצב בענין הוויזה האמריקנית שזה איזה שנים ששוקד בזה ובכל פעם ופעם מזדמנים עכובים שונים מצד ניירות ותעודות שונות, ושואל חוות דעתי, אם לחדש את היתר היציאה וכו'.
והנה העיקר חסר במכתבו, והוא, מהו הטעם שמכריחו לצאת מאה"ק ת"ו לאמריקה, ואף שכותב שבשם עליו לעבוד קשה וכו' הרי אמרז"ל אין אדם יודע במה משתכר ובמילא הרי גם במדינה אחרת אי אפשר לדעת מראש אופן ההסתדרות, וכיון שכנראה משתכר די פרנסתו ופרנסת ב"ב שיחיו וכן דר הוא בסביבה שיש בה רוח תורה ורוח של יראת שמים, וגם בנו מתחנך בת"ת של ישיבת תומכי תמימים, ונוסף על זה הרי רואה הוא בהשגחה פרטית כמה עכובים עד עתה בענין השגת הניירות הדרושות לההגירה, הרי לדעתי לעת עתה יסיח דעתו מכל ענין זה, ומובן מעצמו שישתדל בענין שיפור מצבו באה"ק ת"ו גופא, והשי"ת יזכהו שתהי' התיישבותו בהצלחה הן בגשמיות והן ברוחניות.
נהניתי לקרות במכתבו ע"ד הרושם שעשה עליו אופן ההנהגה וההדרכה בישיבת תומכי תמימים בלוד, ובטח כמרז"ל לא המדרש עיקר אלא המעשה, הנה רושם זה נחקק בו ויביא לתוספת טובה במחשבה דבור ומעשה שלו בחיי היום יומי.
בברכה להמצטרך לו ולב"ב שיחיו.

In response to your letter from the 28th of Tammuz, in which you describe your situation regarding the American visa—how for several years you have been diligently pursuing it and each time various obstacles arise concerning different papers and certificates—and you ask my opinion whether to renew your exit permit, etc.
The main point is missing from your letter: what is the reason compelling you to leave Eretz Yisrael for America? Even though you write that you must work hard, our Sages say: "A person does not know by what he will earn his livelihood," and therefore even in another country one cannot know in advance how things will work out. Since it appears that you are earning enough for your livelihood and that of your family, living in an environment with a spirit of Torah and fear of Heaven, and your son is being educated in the Talmud Torah of Yeshivas Tomchei Temimim—and moreover, you have seen Divine Providence causing various delays until now regarding obtaining the necessary immigration papers—in my opinion, at present you should set aside all thoughts of this matter. It is self-understood that you should strive to improve your situation within Eretz Yisrael itself. May Hashem grant you success in settling both materially and spiritually.
I was pleased to read in your letter about the impression made on you by the conduct and guidance at Yeshivas Tomchei Temimim in Lod. Surely, as our Sages say: "The main thing is not study but action," this impression has become engraved within you and will bring additional good in your thought, speech, and action in daily life.

P.S.: Surely you are aware of the three daily study portions established by my father-in-law the Rebbe zatzal—Chumash, Tehillim, and Tanya—and that you observe them.
Summary
The Rebbe teaches that one should not seek to leave Eretz Yisrael without a compelling reason. Trusting in Divine Providence and striving to improve one's situation where one is placed brings both material and spiritual success. Daily Torah study remains essential wherever one lives.
