As you told me that you are preparing, G‑d willing, to set out on your journey tomorrow, I hereby express my blessing for a proper trip: to reach your destination in peace and good health, and for many more years to use your influence to assist in all areas of Chabad activity wherever your hand reaches.

I will be happy to receive good news about your successful arrival, and thank you in advance.

On this occasion I wish to express my gratitude for your visit and for the opportunity to get to know you personally.

I have once again witnessed the truth of the saying of my father-in-law, the Rebbe zatzukal lehe nbagm zya, that ancestral tradition and the lineage of Anash are alive, enduring, and active in their descendants until the end of all generations. This was confirmed in your case as well; even though, as you said, it has been about forty years since you left Russia, nevertheless within you lives the vitality of Chassidus inherited from your forebears—and this is also expressed in actual deeds.

I hope that like every living thing—whose sign is growth—so too will your participation in Chabad's good activities (the root from which you come) grow and increase.

Following our conversation, I hope that the matter we discussed at length has found a proper place in your heart and that you are giving it special attention: namely, the necessity to provide opportunities for those connected with our movement who have immigrated to Eretz HaKodesh (may it be rebuilt and established) to settle there and arrange productive lives without having to waste their energies defending their views and way of life. One key condition is that the overwhelming majority should be concentrated in one place so they can continue their way of life more easily.

Regarding livelihood: since they arrived from their country destitute and lacking resources, they need extraordinary help—both for agricultural settlement and for industry or handicrafts. First of all, according to my knowledge (and as per your words), suitable buildings are needed both for learning trades and developing sources of income.

As I told you verbally: the straightforward way to bring these buildings into reality is for the appropriate offices in Eretz HaKodesh (may it be rebuilt) to provide materials and means needed for construction; then it will be possible to immediately arrange matters. When I need to resolve settlement questions for many Anash abroad—approximately within a few months—I can do so with confidence since by then the buildings will already be completed or at least close to completion.

Since under Anash's influence there is also youth entering Aliyat HaNoar age, a suitable building for absorbing this youth is also required—as you pointed out during your visit.

If after all efforts those offices absolutely refuse to build at their own expense, I repeat my verbal proposal: that it should be on a half-and-half basis—that is, over several years I will repay half the expenses spent on construction.

I hope that through your great influence you will succeed at least in having my second proposal accepted so this plan can be implemented as soon as possible.

I conclude as I began—with hope and confidence that your lively feelings toward all matters dear to us will find proper expression in concrete actions—especially since you began by questioning why Anash do not settle in greater numbers in Eretz Yisrael; this proves that whatever is within your power to help will be done willingly and devotedly.
