תעודת חגיגה זו כבר ביארה כ"ק מו"ח אדמו"ר במכתבו לחגיגת יב-יג תמוז הראשונה - בשנת תרפ"ח,
לקובעו ליום התועדות והתעוררות לחיזוק בתורה והיהדות בכל אתר ואתר לפי ענינו, ומברך "את כל אחינו חובבי תורה ולומדי' ומגידי שיעורים ברבים ד' עליהם יחיו, כי יפתח ה' את אוצרו הטוב, וישפיע להם בתוך כלל אחינו בני ישראל יחיו, שפעת חיים וברכה מרובה עד בלי די, ויחזק לבבם להוסיף אומץ בהרבצת תורה והחזקת היהדות, ונזכה כולנו לראות בנים ובני בנים עוסקים בתורה ובמצוה מתוך הרחבה ופרנסה טובה".

This certificate of celebration was already explained by my revered father-in-law, the Rebbe, in his letter for the first Yud-Beis–Yud-Gimmel Tammuz celebration—in the year 5688 (1928)—to establish it as a day of gathering and awakening to strengthen Torah and Judaism in every place according to its situation. He blesses "all our brothers who love Torah, those who study it, and those who teach public classes—may G‑d be upon them and grant them life—that the L‑rd will open His good treasure and bestow upon them, among all our brothers the children of Israel, an abundance of life and great blessing without limit. May He strengthen their hearts to increase their efforts in spreading Torah and supporting Judaism. May we all merit to see children and grandchildren engaged in Torah and mitzvah observance with expansiveness and good livelihood." May the Holy One fulfill in full measure the blessings of the righteous leader of our generation.
