בטח למותר להאריך בהידוע ומפורסם ענין חג הגאולה של י"ב וי"ג תמוז, בו יצא - בשעתו - לחירות, כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, אשר הי' זה לא נצחון פרטי, אלא נצחון של תורה ויראת שמים ויהדות, וימי סגולה הם הימים האלה להשתדל בתוספת אומץ בהתעוררות דהפצת תורה והחזקת היהדות איש איש במקום מדורו, מתאים לתנאי הזמן והמקום. היינו שגם במקום החזק ביותר בעניני תורה ומצוה, בכל זה יש להוסיף בכמה וכמה ענינים שכיון שהתורה ומצוה ארוכה מארץ מדתה, וגם במקום הרחוק ביותר מתורה ומצוה, הנה כל זמן שנמצא שם אפילו יהודי אחד, הנה בלי שום ספק שביכולתו לפעול שם בעיני תורה ויהדות, ובפרט שכבודו נמצא בעיר בה דרים כמה וכמה יראים וחרדים לדבר ה' (מתאים לסוג הראשון) ובה נמצאים כמה וכמה פשוטים (מתאים לסוג השני הנ"ל) ובמילא יפעול שם בשני הדרכים, וידוע פתגם כ"ק מו"ח אדמו"ר, אשר חזקה לתעמולה שאינה חוזרת ריקם, והשי"ת יצליחו בעניניו הפרטים ויתן לו ג"כ הצלחה בענינים הכללים.

Surely it is unnecessary to elaborate on the well-known and publicized matter of the Festival of Redemption on the 12th and 13th of Tammuz, when—at that time—my revered father-in-law, the Rebbe, of blessed memory, was released to freedom. This was not a personal victory but a triumph for Torah, fear of Heaven, and Judaism. These days are auspicious times to strive with added strength in awakening efforts to spread Torah and strengthen Judaism—each person in his own place of residence—according to the conditions of time and place.
This means that even in the strongest places regarding Torah and mitzvah observance, there is still room to add in many areas because Torah and mitzvah are longer than the land is wide. And even in the most distant places from Torah and mitzvah, as long as there is even one Jew present there, without any doubt he has the ability to effect change there regarding Torah and Judaism. Especially since you reside in a city where there are many G‑d-fearing individuals (matching the first type mentioned above), as well as many simple people (matching the second type mentioned above), so you will be able to influence both groups accordingly.
It is well known the saying of my revered father-in-law, the Rebbe: "It is certain that efforts in outreach never return empty-handed." May Hashem grant you success in your personal matters and also give you success in communal matters.
Summary
The Rebbe teaches that these days hold special power for spreading Torah and strengthening Judaism. Every individual can make an impact wherever they are; sincere efforts will always bear fruit with G‑d's help.
