... הנה כבר גליתי דעתי, שהתלמידים הקשישים דישיבת לוד עליהם להשתדל לעשות את הישיבה בתואר ישיבה גדולה, הן בתורת הנגלה והן בתורת החסידות, כי זהו תפקידם ושליחותם, ובמילא הרי ניתנה להם היכול[ת] על זה, ולא לחפש מקומות אחרים בנסיעות למדינות אחרות ללמוד שם.
כמובן אשר בכל כלל יש גם יוצא מן הכלל, ובזה על הנהלת הישיבה להחליט אם יוצא הוא מכלל זה, ואזי עליהם לפנות להנהלת הישיבה כאן ע"ד שילוח אפידייוויט, אבל [...] הצל[ח]ה צפוי' יותר לאלו התלמידים שיהיו על אתר באה"ק ת"ו, וית[א]זרו בזה בעוז לע[ש]ות [א]ת הישיבה תומכי תמימים אשר בלוד מתאימה לשמה ולהכחות אשר השקיעו בה מיסדי' ומנהלי' הם כ"ק נשיאינו רבוה"ק זצוקללה"ה נבג"מ זי"ע.

I have already made my opinion clear: the senior students of the Lod Yeshiva must strive to make the yeshiva worthy of the title "yeshiva gedolah," both in Nigleh (revealed Torah) and in Chassidus. This is their role and mission, and therefore they have been given the ability to accomplish this. They should not seek other places by traveling to other countries to study there.
Of course, every rule has exceptions. In such cases, the administration of the yeshiva must decide if someone is an exception to this rule; then they should approach the administration here regarding sending an affidavit. However, [...] greater success is expected for those students who remain on site in Eretz HaKodesh (the Holy Land), and who strengthen themselves with determination to make the Tomchei Temimim Yeshiva in Lod worthy of its name and of the strengths invested in it by its founders and directors—our holy Rebbeim of blessed memory.
Summary
The Rebbe teaches that students should dedicate themselves to building their local yeshiva rather than seeking opportunities elsewhere, as their mission and greatest success lie where they are needed most.
