קבלתי מכתבו מערב חג הפסח, ובנוגע לשאלתו בענין הרשת דאהלי"י, הנה זה מכבר כתבתי לאגו"ח בזה לזרזם בענין הארגון דבתי ספר דזרם בלתי זרמי, ובטח כבר ידוע לו על אתר מהנעשה בזה.
ב) בדבר שאלתו אם ילמדו באהלי"י גם ילדות, ואם יתעסק גם בגן ילדים, הנה בפרינציפ נכון הדבר, אבל מפני סדר העבודה אין כדאי לע"ע, וכאשר שלב הראשון יתחזק אז יתחילו בשלב השני היינו בענין גן ילדים וילדות, ואם כבר הענין באופן כזה שלא יפריע השלב השני להראשון יש להתחיל גם בזה...

I received your letter from before Pesach, and regarding your question about the Oholei Yosef Yitzchak network: I have already written to Agudas Chassidei Chabad on this matter to urge them concerning the organization of schools of a non-affiliated stream, and you surely already know locally what has been done about this.
b) Regarding your question whether girls will also study in Oholei Yosef Yitzchak, and whether you should also be involved with a kindergarten: In principle, this is correct, but due to the order of operations it is not advisable for now. When the first stage is strengthened, then they will begin with the second stage — that is, regarding kindergarten and girls. If already the situation is such that the second stage will not interfere with the first, then one should begin with this as well...

The Rebbe writes that while including girls and kindergartens in Oholei Yosef Yitzchak schools is proper in principle, it should only be done after solidifying the initial stage. If both can proceed without interference, both may be pursued.
