בנועם קבלתי הפ"ש מהם ע"י הרה"ח עוסק בצ"צ מזקני רבני אנ"ש מוה"ר שמואל שי' הלוי. [לויטין]
ובמענה על שאלותיהם והצעות השונות שאמרם בשמם וכן בשם עצמו, הנני בזה להציע:
א) שנכון במאד לסדר הלימודים באופן כזה שאלו הרוצים ובפרט אלו שבאו מעבר לים, יוכלו שלא ללמוד לימודי חו[ל], ובטח ישנם גם כאלו שאם גם התלמידים עצמם רוצים, יש על ההנהלה להשתדל שלא ילמדו לימודים הנ"ל.
ב) יש לחפש אופן להעסיק את התלמידים גם בימי הש"ק ויו"ט, ואם א"א הדבר בבנין הישיבה מפני ריחוק המקום וכיו"ב, יש לחפש אופנים לעשות התועדות או מסיבות במקום מרכזי בכל שכונה ושכונה, ובלבד שלא יהי' יציבא בארעא וגיורא בשמי שמיא, היינו שבימות החול יש להתלמידים קשור עם תומ"צ, וביום הש"ק ויו"ט נחלש זאת.
ג) מאשר אני בזה הצעתם אשר הרה"ח הוו"ח אי"א נו"נ וכו' מוה"ר מנחם זאב שי' הלוי, יהי' המשפיע הרוחני של הישיבה, ובטח יוכל לסדר הענינים באופן כזה שלא יבלבל לעבודתו בעניני מעמד וקרוב לבם של הבע"ב המושפעים שלו לאביהם שבשמים.
ד) נהניתי לקרות במכתבם שיקלטו לישיבתם את התלמידים דנתיבות עולם, ויה"ר שיהי' בהצלחה, והעיקר שזה יפתח אופן חדש בהנהגת הישיבה שיובלט יותר הענין של יראת שמים.
ה) קנאת סופרים תרבה חכמה (עיין בזה בהערה בקונטרס החלצו ע' טז) וע"פ המצב עתה בעירם שנתוספו שם ספסלי וישיבות, בודאי מבינים הם הרמז בזה מלמעלה בנוגע אליהם, אשר צריכים הם עתה להשתדלות יתירה ולהעדפה בתוספת מרובה על העיקר להעמיד את הישיבה על הגובה הדרוש מתאים לרצון מייסדה הוא כ"ק מו"ח אדמו"ר, ובטוח הדבר שכיון שדורש הוא זאת מאתם, ובכל תוקף ועוז, הרי בודאי ישנם בהם הכחות ע"ז וישנה האפשריות לפתח את הישיבה בכיוון זה במחנם, ויה"ר מהשי"ת שלא יחסר ג"כ אצלםהרצון להביא את כל הנ"ל בפו"מ וטוב יהי' להישיבה עי"ז לא רק ברוחניות כ"א גם בגשמיות.
בטח יאשרו קבלת מכתבי זה תיכף לקבלתו, ואחכה למענה שלהם אם נתקבלו הצעותי הנ"ל, והעיקר ע"ד הבאתם בפועל ובהנהגה הטובה ומתאימה בכתות השונות של הישיבה.

It was pleasant to receive your regards through Haraha"ch who is involved with tzt"z from the elders of Anash rabbis, Moreinu Harav Shmuel haLevi [Levitin], may he live. In response to your questions and various suggestions conveyed in your name as well as his own, I hereby propose:
a) It is very appropriate to arrange the studies so that those who wish—especially those who have come from overseas—can avoid learning secular subjects. Certainly there are also those for whom, even if the students themselves want it, the administration should strive that they not study these subjects.
b) One should seek ways to engage the students also on Shabbos and Yom Tov. If this is not possible in the yeshiva building due to distance or similar reasons, one should find ways to hold farbrengens or gatherings in a central location in each neighborhood. The main thing is that it should not be "the resident is on earth while the convert is in heaven," meaning: during weekdays the students are connected with Torah and mitzvos, but on Shabbos and Yom Tov this connection weakens.
c) I hereby approve your proposal that Haraha"ch vavac"h iy"a nu"n etc. Moreinu Harav Menachem Zev haLevi be appointed as the mashpia ruchani (spiritual mentor) of the yeshiva. Surely he will be able to arrange matters so that his work with his baalei batim (laypeople) will not interfere with his duties at the yeshiva nor with drawing their hearts closer to their Father in Heaven.
d) I was pleased to read in your letter that you will accept into your yeshiva students from Netivot Olam. May it be G‑d's will that this be successful; most importantly, this should open a new approach in running the yeshiva so that fear of Heaven will be more emphasized.
e) "Kinat sofrim tarbeh chochmah" (the jealousy among scholars increases wisdom; see note in Kuntres HeChaltzu p.16). Given the current situation in your city where more benches and yeshivos have been added, you surely understand this hint from Above regarding yourselves: you must now make extra efforts and significant additions beyond what is basic to elevate the yeshiva to the required standard according to its founder's wishes—my revered father-in-law, the Rebbe. It is certain that since he demands this from you with all strength and vigor, you surely possess within you the abilities for this and there exists the possibility to develop the yeshiva in this direction within your camp. May it be G‑d's will that you also not lack the desire to bring all of this into practical action—and it will benefit the yeshiva not only spiritually but also materially.
Please confirm receipt of my letter immediately upon receiving it. I await your reply as to whether my above suggestions have been accepted—most importantly regarding their practical implementation and proper conduct in all classes of the yeshiva.
