בנועם קבלתי מכתבו מי"ג טבת וכן את הקודם לו, וליום מלאת לו שלשים ואחת שנה, הנני בזה להביע ברכתי לאריכות ימים ושנים טובות עם כל הפירושים, ומתאים להקפיטל תהלים שצריך הוא עתה לאמר, הנה יאחז דרכו בדרך הבעש"ט וכסיום הקאפיטל שמחו בה' וגילו צדיקים והרנינו כל ישרי לב, כמ"ש בקאפיטל קודם לזה על זאת יתפלל כל חסיד אליך לעת מצוא, ואף שמדריגות נעלות הם (תו"ש עקפ"ד [עמוד קפד]) בכ"ז מקצת ומעין שבכל הדרגות ישנם בכל מקושר וחסיד כיון שמתעסק הוא לחזק התקשרותו ע"י לימוד תורת החסידות של הנשיא ובפרט החזקתו בהשלשה שיעורים השוים לכל נפש בחומש תהלים ותניא, אבל מתפקידו של החסיד שלא להסתפק בפעולה בעצמו, וצריך להשפיע ג"כ על הסביבה - לקרבם ולעוררם ולהאירם בנר מצוה ותורה אור חדורים במאור שבתורה זוהי תורת החסידות.
ת"ח על הודעתו בנוגע להתועדות די"ט כסלו, ומוסג"פ ג"כ הצעות הנהגות ליום ההילולא יו"ד שבט הבע"ל, אשר בטח יפרסמם באופן המתאים.

I was pleased to receive your letter from the 13th of Teves as well as the one before it. On the occasion of your thirty-first birthday, I hereby express my blessing for long life and good years in every sense. In accordance with the kapitel of Tehillim you are now to recite, let your path be guided in the way of the Baal Shem Tov. As it concludes: 'Simchu BaHashem V'Gilu Tzadikim V'Harninu Kol Yishrei Lev' ("Rejoice in Hashem and exult, O righteous ones; sing joyfully all who are upright in heart"), as it says in the previous kapitel: 'Al Zos Yispallel Kol Chassid Eilecha Le'es Metzo' ("For this every chassid will pray to You at a time when You may be found"). Even though these are lofty levels (see Torah Or p. 184), nevertheless a portion and reflection of all these levels exist within every mekushar and chassid when he works to strengthen his connection by studying the teachings of Chassidus from the Nasi—especially by maintaining the three daily shiurim that are equal for all: Chumash, Tehillim, and Tanya.
However, it is also a chassid's duty not to be satisfied with acting only for himself; he must also influence his environment—to bring others closer, awaken them, and illuminate them with 'Ner Mitzvah v'Torah Or' ("a mitzvah is a lamp and Torah is light") permeated with the light within Torah—that is, Toras HaChassidus.
Thank you for informing me regarding the farbrengen of Yud Tes Kislev. Enclosed as well are suggestions for conduct on the upcoming yahrzeit—Yud Shevat—which you will surely publicize appropriately.
With blessings for success in influencing your environment so that this will serve as broad vessels to draw down and receive Hashem's blessings in good that is visible and revealed.
