הגיעתני שמועה אשר ציערה אותי, והיא אשר לפעמים אינו נזהר בהנוגע לשתיית משקה, עד שמפריז על המדה באופן שניכר לכל אשר משתכר, ולפעמים קורה זה גם בפומבי בעת ההתועדות וכיו"ב.
והנה כבר ידועים דברי רבותינו נשיאנו הק' זצוקללה"ה נבג"מ זי"ע נגד ענינים כאלו, ז.א. נגד שתיית משקה בכלל מלבד בזמן שמחה, וגם אז במדה מוגבלה, וכאו"א באופן המתאים אליו, ז.א. באם יש חשש ומורא שישתכר אפילו במדה קטנה של משקה, גם במדה זו אסור ענין השתי'. ואם אפילו בענין שלא בפרהסיא דרשו את זה, עאכו"כ בעת התועדות ברבים... והנה רבותינו דרשו את זה, זה עשיריות בשנים ומכמה דורות, ובימינו אלה דרישה זו עוד תקיפה וחמורה יותר, כיון שמחד גיסא על כאו"א מוטלת החובה להפיץ המעינות חוצה, לכן עליו להזהר ביותר וביותר מכל ענין שיכול לקלקל בזה... ולאידך גיסא הנה דוקא בעקבתא דמשיחא מתגבר חשך הגלות, ובמילא גם חומר הגוף, שלכן ענין האמור (לא רק במדה להשתכר אלא השתי' בכלל) עלולה להגביר את החומר ולהביא עי"ז לכמה תוצאות שליליות ואסורות.
תקותי חזקה אשר תיכף לקבלת מכתבי זה, יגדיר את עצמו בענין האמור ככל הדרוש. ובמקום ספק - הרי ספיקא לחומרא, ואחכה לבשו"ט ממנו בכל האמור, ובהקדם.

I have received a report that has saddened me: at times you are not careful regarding drinking mashkeh, to the extent that it is noticeable to all that you become intoxicated, and sometimes this even happens publicly at a farbrengen or similar occasions.
The words of our holy Rebbeim, of blessed memory, are already well known regarding such matters—that is, against drinking mashkeh in general except during times of joy, and even then only in a limited measure and in a manner appropriate for each individual. That is to say: if there is any concern or fear that one may become intoxicated even from a small amount of mashkeh, even that amount is forbidden. And if this was demanded even regarding private situations, how much more so at public farbrengens...
Our Rebbeim have demanded this for decades and generations. In our times this demand is even more stringent and severe: on one hand, everyone has the duty to spread the wellsprings outward; therefore, one must be exceedingly careful about anything that could hinder this mission. On the other hand, specifically in Ikvesa d'Meshicha (the footsteps of Mashiach), the darkness of exile intensifies—and consequently so does physicality—so this matter (not only drinking to intoxication but drinking altogether) can increase materiality and lead to various negative and forbidden outcomes.
My strong hope is that immediately upon receiving my letter you will set clear boundaries for yourself in this matter as required. In cases of doubt—be stringent. I await good news from you on all the above, promptly.
