סו"ס נתקבל מכתבם מי"ב מנ"א, בו כותבים סיכום המצב בענין בתי הספר דאהלי"י באה"ק ת"ו, ושואלים חוות דעתי בנוגע למקומות השונים אשר בהם עשו רישום ויש תקוות לסדר שם בתי ספר.
נוסף על מה שכתבתי במכתבי הקודם, קשה בריחוק מקום כ"כ להורות בפרטיות ופרטי פרטיות, ובפרט שכנראה גם ממכתבם עלול המצב לכמה שנויים. ואבוא בזה רק בהוראה כללית, וכנ"ל בהוספה על האמור במכתבי הקודמים:
א) אין לעשות רעש מכל הענין, ועל דרך מרז"ל שלוחות אחרונות שניתנו בחשאי נתקיימו, וכמו שכתבתי מראש ומתחילה בזה. וחבל אשר כנראה הפריזו על המדה בפירסום, כי זה לא כבר קבלתי העתק המאמר שנדפס באה"ק ת"ו שקוראים לדבר זה "זרם חמישי", וכנראה שהכונה בזה לסכסך ישראל בישראל וד"ל, ואין צועקין על העבר, ועכ"פ להבא יתקנו הענין.
ב) בכלל צריך להתאמץ לסדר האהלי"י באותם המקומות שבטוחים בהתמיכה החוקית, כיון שמצומצמים באמצעים עצמיים.
ג) מובן מעצמו שהאהלי"י שהיו בשנה העברה מוכרחים לקיימם בכל האפשריות, וכמו שכתבתי כבר שאין נוגע כלל וכלל החילוק בין אהלי"י הישנים ואלו שמייסדים בקיץ זה, ובטח מכאן ולהבא יכנסו כלם תחת הנהלה כללית אחת הן הישנים והן החדשים, ובבקשה להודיעני בהקדם עד"ז, כי מצטער אני על אשר נשתמטו במענה על שאלה זו ע"ע.
ד) בנוגע להחובות דאהלי"י הישנים, הנה כמו שכתבתי מכבר, נדבות מר משה שי' מאירזון נתונות בתנאי שיסלקו מהם עכ"פ חלק מסויים מחובות אהל[י"]י הישנים וכן יכניסום על להבא בתקציב הרשת.
ה) לפלא שאין מזכירים מאומה ע"ד העזרה מהפעילים בנתינת צריף, כי לא יאומן אשר בה בשעה שנותנים צריפים למפלגות ישללו עזרתם מענין על-מפלגתי.
ו) מה שכתבתי שלא להשקיע כספים בצריפים ובנינים, הנה כנ"ל אין זה אלא הוראה כללית, אבל אם בדעת כלם יחד יחליטו שמקום פלוני הוא יוצא מן הכלל, הרי אל בינתם אשען, ובלבד שיהי' בכחם להחזיק את המוסד כל זמן המוכרח.
ז) בענין ביקורם אצל מר מרדכי סורקיס, מסיימים שהקשיב למכתבי בדרך ארץ, ואינני יודע כונתם, אם כדאי שאכתוב לו מכאן ביחוד, שאז יש תקוה לתועלת בפועל, או שהנ"ל מוכרח (מצד המפלגה שלו או מצד אלו שיש להם כבר בתי ספר) שלא ירשה לפתוח עוד בית ספר.
ח) בנוגע לשאלתם אם להדפיס נייר עם הפירמא חדשה, הנה בהתאם להנ"ל ע"ד העדר הרעש אין כדאי לחדש עתה ענינים כאלו, כמו שכותבים ג"כ במכתבם שבזמן הראשון אין זה רצוי.
אקוה למכתבם מפורט בנוגע לכל הנ"ל מבשר טוב בפועל.

Finally, I received your letter from the 12th of Menachem Av, in which you summarize the situation regarding the Ahalei Yosef Yitzchak schools in Eretz HaKodesh and ask my opinion about various locations where registration has taken place and there is hope to establish schools.
In addition to what I wrote in my previous letter, it is very difficult from such a distance to give detailed and highly specific instructions—especially since it seems from your letter that the situation is subject to many changes. Therefore, I will only provide general guidance here, as an addition to what I have written previously:
a) Do not make a commotion about this matter. As our Sages say: "The second Tablets were given quietly and endured." As I wrote from the beginning, it is unfortunate that apparently there was excessive publicity; I recently received a copy of an article printed in Eretz HaKodesh calling this a "fifth stream," which seems intended to create discord among Jews—enough said. We do not cry over the past; at least for the future this should be corrected.
b) In general, efforts should be focused on establishing Ahalei Yosef Yitzchak schools in places where legal support is assured since resources are limited.
c) It goes without saying that the existing Ahalei Yosef Yitzchak schools from last year must be maintained by all possible means. As I have already written, there should be no distinction whatsoever between old and new schools being established this summer. Certainly from now on all should come under one general administration—both old and new—and please inform me promptly about this matter as I am troubled that you have not yet responded to this question.
d) Regarding debts of the older Ahalei Yosef Yitzchak schools: as I wrote previously, donations from Mr. Moshe Meirzon are conditional upon at least a certain portion of these debts being paid off and that going forward they be included in the network's budget.
e) It is surprising that nothing was mentioned about assistance from activists regarding providing a hut (building), as it is hard to believe that while huts are given to parties, help would be denied for something non-partisan.
f) What I wrote about not investing funds in huts or buildings was only a general guideline; however, if everyone together decides that a particular location is an exception, then I will rely on their judgment—provided they are able to sustain the institution for as long as necessary.
g) Regarding your visit with Mr. Mordechai Surkis: you conclude that he listened respectfully to my letter. I do not know your intention—whether it would be worthwhile for me to write him directly (if so there may be practical benefit), or whether he must (due to his party or those who already have schools) refuse permission for another school to open.
h) Regarding your question about printing stationery with the new firm name: according to what was said above about avoiding publicity, it is not advisable at this time—as you also write in your letter—that initially this is not desirable.
I hope for your detailed letter concerning all of the above with good news in practice.
