I hereby acknowledge receipt of your letters from the 7th, 8th, and 12th of Shevat with the pan (pidyon nefesh) and the attached notes. Surely you will receive the receipts directly from the office.

It is very unfortunate that there is such a delay regarding your candles and permits, but I have strong hope that in the end "didan notzach" (ours will prevail), and you will participate with all your strengths and talents in spreading the wellsprings outward. Even though one cannot say about Jews who are G‑d-fearing and observant that they are "outside," when it comes to knowledge of the inner Torah—especially Chassidus, which is not known there—this too is called "outside," as explained in Tanya Iggeres HaKodesh chapter 29 regarding mitzvos: even though mitzvos are the inner will of the Supreme Will, etc., there are many levels of face-to-face, etc.

Surely their office will also notify you that they received "hanifneh" [maamad, by exchanging each letter with the following one: mem=nun, ayin=peh, mem=nun, dalet=hei; written this way when concealment was needed and remained so even when no longer necessary], because due to orderliness the arrangement is delayed.
