I received your letter from the 13th of Kislev, in which you confirmed receiving my letter and that you are, thank G‑d, healthy and more or less satisfied with your current situation.
In your letter you write that with you are another 26 Jewish boys who are currently still distant (in terms of Torah and mitzvos). Surely you are doing what you can to bring them closer to Torah and mitzvos so that they will actually fulfill them in practice. You should not be affected by the excuses they give you; on the contrary, this shows how much compassion we must have for them. When you speak with them, in the end you will have an effect—at first a little, then more and more. Especially regarding putting on tefillin, you should explain to them that aside from being one of the mitzvos of Hashem Yisbarach (may He be blessed), it is also a segulah (special merit) for long life. Just as in the military one learns how to behave to avoid harm G‑d forbid—and someone who does not learn this brings harm upon himself and also acts against the government—so too every Jewish soldier has his protective measures, one of which is putting on tefillin. If it is not possible to put on tefillin in the morning during prayer time, at least they can do so throughout the entire day until sunset.
I hope that you will find the right words to influence your Jewish friends. The calculations of Hashem Yisbarach cannot be known; it is possible that this is one of the reasons why someone is kept in such a place—and when he fulfills this mission, perhaps then he will return home with government approval.

I think you will be able to explain it to your friends as well with additional explanations about Chanukah. The lesson for all of us is that we all without exception must learn Torah and fulfill mitzvos regardless of all obstacles.
