In your question regarding which of Anash in your area are qualified and capable to work on organizing the bichelech (manuscript booklets), this must be clarified locally, since my acquaintance with them is only through letters. Therefore, I do not know them in regard to this matter. Surely it is unnecessary to point out to you that since these manuscripts have gone through many ordeals, they must certainly be safeguarded even during this work so that they are not handled by outsiders. The Holy One, blessed be He, does not perform miracles in vain; that is, on the side of impurity where things are given for free without mitzvah—even not to a stranger—as explained in the maamar VeHecherim 5631: a stranger in this context; see there at the beginning of VeHecherim.

Especially now that the discourses of the Rebbe Tzaddik etc. Reb Hillel of Paritch on Sefer Shemot—which was found here organized in the style of Pelech HaRimon on Sefer Bereishit—are being published. If among those maamarim in the bichelech you write about there are also such maamarim on Sefer Shemot, perhaps they contain supplements, etc., even though overall the bichel here in my possession is already organized for print and has even undergone censorship review previously, as can be seen from its various corrections...
