Shalom u'Vrachah!

In response to your letter from Motzaei Shabbat, and as a side note, it is surprising that you strive only—as my father-in-law the Rebbe would say—to be among "the troubles of chassidim," meaning you write only in times of distress, G‑d forbid, and otherwise all communication ceases.

Regarding your question: I have already long ago urged and written to you about the utmost necessity to be close and connected with Balei Batim (community members), especially those who may seem troublesome—not because they lack fear of Heaven but more likely due to lack of knowledge. All the more so, it is essential to draw them close in appropriate ways. Particularly regarding... I do not approve at all of the relationship between them. Since you are younger and Hashem has granted you the merit to study at Yeshivat Tomchei Temimim and receive much guidance from my father-in-law the Rebbe regarding conduct in general—and especially regarding Ahavas Yisrael—the initiative and first steps (and perhaps even more) must come from you. There is no issue here of diminishing your stature or insulting the honor of Torah, obviously.

It is already known—the story of the wise man (as brought in Sefer Mevchar HaPeninim by HaBedarshi) explaining why wise men go to the wealthy rather than vice versa: because when wealthy people lack wisdom, they do not recognize its value or what they are missing. In contrast, wise men recognize the value in wealth and know how it can be utilized. The same applies here...

With blessings for success in all the above.

Summary

The Rebbe teaches that building relationships with Balei Batim requires empathy and proactive outreach. Even when challenges arise, one should take initiative based on Ahavas Yisrael and use every opportunity for positive influence without concern for personal honor.
