Regarding what you wrote about participating in the Vitebsk book that is being prepared for publication in Eretz Yisrael, and your brother wishes to contribute an article about Chabad's activities there: In my opinion, this is appropriate. However, it depends on the other participants and the general character of the book—whether his participation will be open (together with some of Anash activists there and from among the chassidim) or not. If there is doubt about this—and given the situation there, it is impossible to be sure that the book will be as it should until one knows the names of the editorial board members—then there is less responsibility when someone who is not an official Chabad activist signs. Therefore, my suggestion is that he write to Anash in Eretz Yisrael who know about Vitebsk's history as it relates to Chabad, so they can connect with his brother and arrange matters accordingly. Of course, he can tell Anash that he is doing this at my suggestion.
