נעם לי לקבל פ"ש ממנו ע"י הוו"ח אי"א נו"נ עוסק בצ"צ בעל מרץ ובעל מדות וכו' מוה"ר ניסן שי' המכונה ד"ר מינדעל, וכבקשתו הזכרתיו בעת רצון על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע לאריכות ימים ושנים טובות, וכבר ידוע ביאור כ"ק מו"ח אדמו"ר בזה, טובות עם כל הפירושים.
ובודאי יבשר טובות אשר הימים והשנים הם טובים אצלו הן בגשמיות והן ברוחניות.
ובמה שהעיר בענין מצות ציצית אם מקיים המצוה בכל שעה שמלובש בציצית או רק בשעה ראשונה וע"ד נטילת לולב.
הנה מובן הדבר גם ממה שנאמר וראיתם אותו וזכרתם, וכמו שהזכירה בכל עת מצוה היא הרי גם סיבתה היא הראי' כן הוא, ומפורש הדבר בראשונים בספר היראה לרבנו יונה קרוב לתחלתו שכותב וז"ל: עיקר מצות ציצית ללבשו תמיד (כן הוא גירסת הגר"א בביאורו לשו"ע או"ח ריש סימן כ"ד וכן הוא גם דעתו של הגר"א, ראה שם).
ובפסקי דינים לאדמו"ר הצמח צדק או"ח סי' ב' ס"ק ז' משמע דעתו שבכל שעה זהו מצוה דאורייתא (ולא רק הידור דרבנן), וראה ג"כ בפירוש האבן עזרא במדבר ט"ו ל"ט שגם שם מוכח כן.

I was pleased to receive regards from you through Havavac"h iy"a nu"n, who is involved in tzt"z with energy and good character traits, Moreinu Harav Nisan, known as Dr. Mindel. As you requested, I mentioned you at an auspicious time at the holy resting place of my father-in-law, the Rebbe zatzal (may his merit protect us), for long and good years. The explanation of my father-in-law on this matter is already well known—with all its interpretations. Certainly you will share good news that your days and years are good for you both materially and spiritually.
Regarding what you raised about the mitzvah of tzitzis—whether one fulfills the mitzvah every moment he wears them or only at the first moment (similar to taking the lulav): This is clear also from what is said: 'u'Re'item oto u'Zchartem' ("And you shall see it and remember"). Just as remembering at all times is a mitzvah, so too its cause—seeing—is also so. This is explicitly stated by the Rishonim in Sefer HaYirah by Rabbeinu Yonah near its beginning: 'The essence of the mitzvah of tzitzis is to wear it always' (this is also the version of the Gra in his commentary to Shulchan Aruch Orach Chaim at the beginning of Siman 24; this is also his opinion—see there). In Piskei Dinim by Admor HaTzemach Tzedek Orach Chaim Siman 2, subsection 7, it appears that his view is that every moment constitutes a Torah-level mitzvah (not just a rabbinic enhancement). See also Ibn Ezra's commentary to Bamidbar 15:39 where this is likewise proven.
