במענה על מכתבו מבדר"ח מ"ח, הנה לפלא שכותב שדוקא בשמע"צ ושמח"ת הי' מספר המתפללים מועט מבהימים טובים שלפני זה, אף שהנוהג במקומות אחרים גם בארצוה"ב הוא להיפך, ובטח פרסמו שיעריכו הקפות וכו'.
נהניתי ממה שמשתדלים לעשות בנין הישיבה מרכז לכל הענינים ובודאי יתבוננו עוד מה שיש לעשות בזה, היינו שבהעיר והסביבה יוודע שבנין זה הוא מרכזי ובו מוצאים פתרון ועדוד לכל עניני תורה ויהדות ובודאי ימצאו הדרך שאעפ"כ יערכו מזמן לזמן התועדויות בבתיהם של אנ"ש בכדי להמשיך האור והחום גם להבית באופן ישר מבלי ממוצעים.
בודאי למותר לעוררו אשר הספרי' תהי' ג"כ בבנין הנ"ל וכן המרכז דאגודת נשי ובנות חב"ד וגם מרכז דאגודת חב"ד סתם, וכפי הנהוג בכמה מקומות הנה יש לעשות מקום מודעות בהפרוזדור (קארידאר) שם, שבהם יוודע לכל הבא אודות שיעורי לימוד השונים הנלמדים, ואיפוא יש למצוא בשר כשר וכו' ובטח אפילו בהתבוננות קלה ימצאו עוד כמה ענינים שיועילו בענין הנ"ל.
לפלא שאין מזכיר דבר אודות חינוך הבנות, עריכת מסיבות שבת וכו'.
המחכה לבשו"ט בפעולות ממשיות, ובשינוי - בפועל בהענינים שמזכיר אודותם במכתבו.

In response to your letter from before Rosh Chodesh M"Ch: It is surprising that you write that specifically on Shemini Atzeres and Simchas Torah the number of worshippers was fewer than on the good days before that, even though in other places—including in America—the opposite is true. Surely it was announced that people should value the hakafos, etc.
I was pleased to hear about your efforts to make the yeshiva building a center for all matters. Certainly you will further reflect on what more can be done in this regard—that is, so that in the city and surrounding area it will be known that this building is central and provides solutions and encouragement for all matters of Torah and Yidishkeit. Certainly you will find a way that nevertheless farbrengens will occasionally be held in the homes of Anash as well, in order to bring light and warmth directly into the home without intermediaries.
It is surely unnecessary to remind you that the library should also be in this building, as well as the center for Nshei U'Bnos Chabad and also the general Chabad center. As is customary in several places, there should be a bulletin board in the corridor (corridor) there where all who enter can find out about various study classes being held, where kosher meat can be found, etc. Surely even with brief reflection you will find several more things that will help with this matter.
It is surprising that you do not mention anything about girls' education or organizing Shabbos gatherings, etc.
I await good news of concrete actions and real change regarding the matters you mention in your letter.
