Bar and bas mitzvah – Tefillin before bar mitzvah

בר מצוה ובת מצוה – הנחת תפילין לפני הבר מצוה

The Chabad custom, set by the Previous Rebbe and binding, is to begin tefillin two months before the bar mitzvah, at first without a blessing (IK 3458, 6082, 6234, 6684, 7134). Those two months are a preparation, so that on the bar mitzvah day he accepts the yoke of Torah and mitzvos in full (IK 6209). An orphan follows the same custom rather than starting at twelve (IK 2816). Tefillin must never be delayed because the celebration is postponed (IK 8211). If Chol HaMoed falls within those two months, begin a week earlier (IK 8755).
