Beginning to put on tefillin: In response to the question—when during the two months prior to Bar Mitzvah, which is when it is customary to begin putting on tefillin, Chol HaMoed occurs.
Summary
The Rebbe writes that if Chol HaMoed falls during the two months before a boy's Bar Mitzvah, he may start putting on tefillin a week earlier than usual. This ensures he fulfills the custom properly and receives blessings for success.
