Why a Minor Begins Tefillin Without a Blessing Before Bar Mitzvah

The Rebbe explains that unlike other mitzvos, tefillin requires precise intent and placement, which a minor cannot reliably achieve. Therefore, the custom is to begin tefillin before bar mitzvah without a blessing, as true fulfillment depends on maturity.

Shalom u'Vrachah!

It is surprising that since your letter before Pesach there has been no news from you. May it be that this is a sign for good in an obvious and revealed way. Nevertheless, according to the ruling of our holy Torah (Yoreh Deah at its beginning) that where clarification is possible one does not rely on presumption—certainly you will write about this explicitly.

Regarding your question: since a minor recites a blessing on all mitzvos he performs, even though he does so only for the sake of education (chinuch), why is the chinuch for putting on tefillin—which according to our custom (as cited in Hayom Yom, 2 Menachem Av) begins two months before turning thirteen—done at first without a blessing? As brought there, this is the instruction of my revered father-in-law the Rebbe zatzal.

The simple explanation is that with other mitzvos where the minor recites a blessing for chinuch, there is no deficiency in how the mitzvah is performed; only when he becomes an adult does he become obligated. In contrast, with tefillin, one must be precise about placement and tying, and we cannot rely on a minor even after teaching him for several days. As explained in Kuntres HaTefillah according to nigleh: because of his youth he does not appreciate the immense significance of the matter—even after being taught for several weeks.

This can be further clarified: according to nigleh and close to pnimiyus haTorah, the essence of tefillin is to subjugate the heart and mind—as cited also in Shulchan Aruch—and its main aspect is spiritual: drawing down intellect (mochin), which means maturity. Therefore chinuch does not fully apply here. With other mitzvos, maturity is merely a condition for obligation but not intrinsic to the mitzvah itself.

May Hashem grant you and your wife success to raise your children to be G‑d-fearing chassidim and scholars.

Summary

The Rebbe writes that tefillin requires both technical precision and spiritual maturity; therefore, minors begin practicing without a blessing until they are truly capable of fulfilling its deeper intent.
