In response to your letter regarding your birthday. Surely you gave then (or if not on the birthday itself, you should do so soon after receiving this letter) charity before the morning and afternoon prayers from your own money. Also, you should learn an additional lesson beyond the regular yeshivah study schedule in a subject that your heart desires. Likewise, you should request that they learn with you on that day as above from Sefer Tanya Kadisha. You should also accept good resolutions regarding your conduct for the entire coming year—which is the year of your transition to maturity and its conclusion and seal is your entry into the yoke of Torah and mitzvos. May it be G‑d’s will that you succeed in all of the above and share good news about this.
Summary
The Rebbe teaches that a boy approaching Bar Mitzvah should mark his birthday by giving charity, learning extra Torah (especially Tanya), making good resolutions for the coming year, and striving for spiritual growth as he enters adulthood.
