נודעתי זה מזמן, שבני הספרדים, אין מדקדקים כ"כ במספר שנותיהם, ובמילא שנת מלאת שלש עשרה שנה, אינה ברורה כ"כ, ואין ממהרים בהנחת תפילין, ולא עוד, שאצל איזה מהם, מנהג ביש, שדוחים התחלת הנחת תפילין לאחרי שיהי' ביכולת לערוך סעודה וזבח משפחה וכו' וכו', ואף שקרוב לודאי שמזמן הגיע לעול מצות.
וכיון ששמועה זו נתקבלה מכמה מקומות, כנראה שנכונה היא, ומובן שעליהם לעשות כל האפשרי בזה ובמרץ הדרוש, לבטל מנהג ביש זה. ובפרט ע"פ המבואר בתורת החסידות דא"ח, איך שהנחת תפילין, זהו המשכת מוחין חדשים, שמזה מובן איך שזה פועל על כל עניני תורה ומצות, שהם הם חיי איש ישראל האמיתי.
ומובן האמור גם ע"פ דרך המוסר, ע"פ כוונת התפילין גם בפשטות, לשעבד הלב והמוח, שהם המושלים באדם ובכל עניניו במחדו"מ, וק"ל.
ובטח כמה אופנים לתקן האמור, ומהם שיערוך המוסד סעודה משותפת לכמה נערים בבת אחת, כל אלו שבודאי הגיעו לגיל מצות, ואלו שבספק אבל נוטה יותר לחיוב, וק"ל. ובאם יתנו איזה מתנות, כמובן לפי יכולת ואפשרית הקופה, בטח שלא יהי' קישוים בהאמור.
ואפשר שכדאי לעורר את צעירי אגו"ח, אשר בביקורם במושבות וכו' יעוררו אחב"י הספרדים על האמור.
בודאי יתבוננו על האמור בשימת לב כראוי, ויודיעו מהתוצאות בזה.

I have long been aware that among Sephardic Jews, there is not such precision regarding their ages, and therefore the year when a boy turns thirteen is not always clear. As a result, they do not hurry to begin putting on tefillin. Furthermore, there are some with an unfortunate custom to delay starting tefillin until they are able to make a family meal or celebration, etc., even though it is almost certain that by then the boy has already reached the age of mitzvot.
Since this report has come from several places, it appears to be accurate. It is therefore understood that everything possible must be done, with the necessary energy, to abolish this negative custom.
This is especially so according to what is explained in Chassidus (Daas Chassidus), that donning tefillin draws down new intellect (mochin chadashim), which affects all matters of Torah and mitzvot—these being the true life of a Jewish person.
This point is also clear from a mussar perspective: according to the simple intent of tefillin as well—to subjugate the heart and mind, which rule over a person and all his affairs in thought, speech, and action. This should be obvious.
Certainly there are several ways to correct this issue. One suggestion is for the institution to arrange a joint meal for several boys at once—all those who have certainly reached bar mitzvah age and those who are doubtful but likely obligated. This should be clear.
If some gifts are given out—obviously according to what is possible for the fund—there will surely be no difficulties with this matter.
It may also be worthwhile to encourage Tzeirei Agudas Chabad that during their visits to various communities they should inspire Sephardic Jews about this issue.
Surely you will consider this matter with proper attention and inform me of the results.
