במענה לשאלותיו מאז: ג' הענינים שבמילה (פעולה, מהול, אינו ערל) - אין עושים אותה לג' מצות. והקביעות אם זהו הזמן גרמא א"ל - צ"ל בהמצוה (שאחת היא) ולא בפרטי'. ואין לך זמן (מיום הח' והלאה) שאין מחוייב במצוה זו.
- ענין הבחירה שייך רק בבר שכל כי בא"ל - עושה מצד טבע וכיו"ב, או שאינו עושה כלל, אבל אין שייך לומר בנדו"ד שרואה שני ענינים שווים ובוחר באחד אחד. וכמו שאין לומר שסומא בוחר בצבע אחד מבין כמה צבעים. אבל זה הבר שכל נמצא במצב שאין השכל מכריחו באיזה צבע (סברה) לבחור ורק שמראהו הצבעים (הסברות).

במענה לשאלותיו: על המדובר בלקו"ש ח"ג ע' 760 דע"פ המבואר בצפע"נ שמילה היא פעולה נמשכת מתורצת קושיית התוס' (קידושין כט, א), כי אין מילה מצוה שהזמ"ג (ע"ש) - הרי סו"ס פעולת המילה היא ביום הח' דוקא.
ענין הבחירה: על המדובר בלקו"ש ח"ד ע' 1309 שאמיתית ענין הבחירה הוא שאין שום טעמים וסיבות להבחירה, כי כאשר ישנם טעמים לבחירתו הרי הוא מוכרח בזה, ולכאורה עפ"י המבואר בסה"מ תר"ס ע' י ואילך שענין הבחירה שייך דוקא בבר שכל.

In response to your earlier questions: The three aspects of milah (the act, being circumcised, not being uncircumcised) are not considered as three separate mitzvos. The determination of whether it is a time-dependent mitzvah applies to the mitzvah itself (which is one), not its details. There is no time (from the eighth day onward) in which one is not obligated in this mitzvah. The concept of free choice applies only to an intelligent being, for in a non-intelligent being—he acts by nature or similar reasons, or does not act at all; but it cannot be said in our case that he sees two equal matters and chooses one over the other. Just as it cannot be said that a blind person chooses one color among several colors. But this intelligent being finds himself in a situation where intellect does not compel him to choose any particular color (reason), but only shows him the colors (reasons).

In response to your questions: Regarding what was discussed in Likkutei Sichos vol. 3 p. 760 about what is explained in Tzafnas Paneach that milah is an ongoing act which answers Tosafot's question (Kiddushin 29a), since milah is not a time-dependent mitzvah (see there)—still, ultimately the act of milah must be on the eighth day specifically.
Regarding free choice: On what was discussed in Likkutei Sichos vol. 4 p. 1309 that true free choice means there are no reasons or causes for the choice, because when there are reasons for one's choice he is compelled by them; seemingly according to what is explained in Sefer HaMaamarim 5660 p. 10ff that free choice applies specifically to an intelligent being.
Summary
