נדפסה בלקו"ש חי"ח ע' 478, והוא מענה לשאלה על הכתוב בד"ה איתא במדרש תהלים (י"ב תמוז תרנ"ג. נדפס בסה"מ תש"ח ע' 271 ואילך) "ולכן כתיב ויקץ כישן הוי' וכתיב עורה למה תישן הוי'" (שם ע' 272), ובפסוק נאמר בשם אדנות.

... It is most proper that among the regular public study sessions, there should be a shiur in learning Kuntres HeChaltzu, explained in a way that each and every listener can understand. The shiur should be organized at times when everyone can attend, and there should be an element of obligation placed on every resident... to participate in this shiur. It has already been stated in general about words of Torah and especially about the inner dimension of Torah: 'Halo K'devari KaEish' (Is not My word like fire)—it purifies; but since the Torah is a Torah of kindness, it purifies with kindness and mercy.
