במענה על מכתבו, בו כותב אודות יום הולדתו (ובודאי יודע מנהג קדמונים ונתפרסם ע"י כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, לאמר קאפיטל תהלים המתאים למספר שנותיו כמובא בקובץ מכתבים).
הנה יה"ר שעוד רבות בשנים יעסוק בתומ"צ ועבודה שבלב, ויזכה ויצליח להפיץ המעינות בסביבתו הקרובה וגם לרבות בסביבתו שלע"ע איננה קרובה, חוצה, ויהי' זה מתוך בריאות הנכונה והרחבת הדעת, וכבר ידוע דכלי מחזיק ברכתו של הקב"ה הוא רק ענין השלום ולא רק שלום בפמשמ"ע, אלא גם שלום בפמליא של מטה, והוא העיקר, היינו כפשוטו בהמקום שהוא נקרא מרא דאתרא, והדרכים לזה הם ככל דרכי התורה דרכי' נועם דוקא, אבל צריכים להיות בתוקף הדרוש וכנרמז בנתינת התורה שצ"ל עוז ותושי', ונרמז ג"כ בהכתוב ותרגומו (תהלים ע"ו) משמים השמעת דין ארץ יראה ושקטה, שהוא דין בעניני נפה"ב - לקו"ת ד"ה טוב לחסות בהוי' - ועי"ז שקטה עניני דנה"א ארעא דישראל.
בברכה לאריכות ימים ושנים טובות ככל הפירושים ולבשו"ט בכל הנ"ל.

בענין לימוד הלכות התלויות בארץ, הנה אין לו לדיין אלא מה שעיניו רואות, ובמילא ישתמש בספר הנמצא ומצוי בסביבתו.

In response to your letter, in which you write about your birthday (and you surely know the ancient custom publicized by my revered father-in-law the Rebbe, of blessed memory, to recite the chapter of Tehillim corresponding to one's years as brought in Kuntres Michtavim).
May it be His will that for many more years you will be engaged in Torah and mitzvos and service of the heart, and may you merit and succeed in spreading the wellsprings in your close environment and even increase in those areas that are not yet close—outside—and may this be with proper health and expanded mind. It is already known that the only vessel that holds G‑d's blessing is peace—not just peace in the heavenly retinue but also peace in the earthly retinue, which is primary; meaning literally in the place where one is called mara d'asra (the local authority). The ways to achieve this are all the ways of Torah which are specifically pleasantness, but one must also have the necessary firmness as hinted at in the giving of the Torah—that there must be strength and wisdom. This is also hinted at in the verse and its translation (Tehillim 76): 'MiShamayim Hishmata Din Eretz Yara V'Shakata' (From heaven You pronounced judgment; the earth feared and was still), which refers to judgment regarding matters of nefesh haBehamis—as explained in Likkutei Torah D'H Tov Lachasos B'Hashem—and thereby matters of nefesh haElokis—Eretz Yisrael—are calmed.
Blessings for long life and good years according to all interpretations, and for good news in all of the above.
P.S. Regarding studying halachos dependent on Eretz Yisrael: a judge can only rule based on what his eyes see; therefore use whatever book is available and accessible in your surroundings.
