זהו היפך דעת הגר"א (פי' משלי ה' י"ח. ז, י"ב. ד. כ"ב. ובעיקר כ, ט. פי' להיכלות פקודי י"ז ותקו"ז ק"ז, ג. ועוד, בכ"מ). היפך דעת הר"ח ויטאל (בהקדמתו לשער ההקדמות) היפך דעת רבינו הזקן, ועוד.
ע"פ תורה - בדיני ממונות צריך לשאול רב הבקי בדיני ממונות ועוסק בהם, בדיני איסור והיתר - רב העוסק בדינים אלה (שלכן הלכה כרב באיסורי וכשמואל בממוני) - שמזה מובן שבהנוגע לפנימיות התורה - הלכה כאלה היודעים בזה, וכו'.

This is the opposite of the opinion of the Gra (see his commentary on Mishlei 5:18; 7:12; 4:22; and especially 20:9; also see his commentary to Heichalos Pekudei 17 and Tikunei Zohar 107b, 3, and elsewhere). It is also the opposite of the opinion of Rav Chaim Vital (in his introduction to Shaar HaHakdamot), the opposite of the view of Rabbeinu HaZaken, and others.
According to Torah—in monetary law one must ask a rabbi who is expert in monetary law and deals with it; in laws of issur v'heter—a rabbi who deals with those laws (which is why the halachah follows Rav in issurim and Shmuel in monetary matters). From this it is understood that regarding Pnimiyus HaTorah—the halachah follows those who are knowledgeable in this area, etc.

Summary
The Rebbe clarifies that just as halachic rulings require expertise in each area—monetary law, ritual law, or Pnimiyus HaTorah—so too, only those knowledgeable in Pnimiyus HaTorah can determine its obligations. One cannot dismiss its study without consulting true experts.
