הנה בהנוגע לההשתדלות להביא למדינתם סופר מובהק, תהלה לא-ל ההשתדלות עושה פרי ומתקדמת, ובענין הפרטים ע"ד מקום התישבותו ועבודתו וכו', הרי יבוא עמו בדברים הרה"ג והרה"ח וו"ח אי"א נו"מ עוסק בצ"צ וכו' וכו' מוהר"ר בנימין אלי' שי' גורודצקי, אם בכתב אם אפשרי, אם פנים בפנים כשיבקר במדינתו בזמן הקרוב. ויה"ר אשר מיני' ומינאי יתקלס שם עילאה.
למלאות בקשתו, הנה נשלח לכהדר"ג שורת הספרים שדי חמד, עשרה כרכים, וחפץ הוי' ביד כל אחד ואחת מאתנו יצליח להורות הלכה למעשה, וביחוד בהלכות הצריכות בחיים היום-יומיים, וכבר נאמר אשר הכנה ויסוד לזה היא יראת שמים טהורה למעלה מטעם ודעת דנפש השכלית והנהגת העולם, וכמרז"ל (סנה' צג, ב) על דוד המלך שהלכה כמותו בכל מקום משום שהוי' עמו - שם העצם, הי' הוה ויהי' כאחד, למעלה מהטבע לגמרי, ולמעלה משם אלקים כמו שהוא מתלבש בטבע, שלכן אמרו רז"ל שאלקים בגימ' הטבע (פרדס שער י"ב פ"ב, ובשל"ה שער האותיות פ"ט ע"א משמע קצת שכן הוא בזוהר שהי' לפניו).
בכבוד ובברכת מועדים לשמחה ולקבלת התורה בשמחה ובפנימיות.

Regarding your efforts to bring an expert sofer to your country: thank G‑d, the efforts are bearing fruit and progressing. As for the details regarding his place of residence and work, etc., you should discuss them with Haraha"g veHaraha"ch vavac"h iy"a nu"m who is involved in tzt"z etc. etc., Moreinu HaRav Reb Binyamin Eliyahu Gorodetzki—whether in writing if possible or face-to-face when he visits your country soon. May it be His will that through him and through me the Supreme Name will be praised.
To fulfill your request, a set of Sdei Chemed books—ten volumes—has been sent to you. May the will of G‑d succeed in the hands of each and every one of us to teach practical halachah, especially in those laws needed for daily life. It has already been said that the preparation and foundation for this is pure fear of Heaven—beyond reason and understanding of the intellectual soul and worldly conduct—as our sages say (Sanhedrin 93b) about King David: that the halachah always followed him because 'Hashem was with him'—the Essential Name, 'He was, is, and will be as one,' entirely above nature and above the name Elokim as it is invested in nature; thus our sages said that Elokim has the same gematria as 'nature' (see Pardes Shaar 12 ch.2; also implied somewhat in Shaloh Shaar HaOtiot p.89a as appears in Zohar before him).

Summary
The Rebbe writes that bringing a qualified sofer requires both practical effort and spiritual preparation rooted in pure fear of Heaven beyond intellect. True Torah observance is founded on this higher level of awe which transcends nature itself.
